The appointments were announced in a communiqué issued by the Office of the Prime Minister on July 15, 2026.
Ngabo Brave Olivier, who has been appointed to serve in the Ministry of Sports, was previously the Permanent Secretary in the Ministry of Youth and Arts.
He was appointed to that position in 2024, after serving as the Executive Secretary of the National Youth Council.
Ngabo replaces Candy Basomingera, who assumed the role of Permanent Secretary in the Ministry of Sports in July 2025, taking over from Uwayezu Jean François Regis.
Basomingera joined the Ministry of Sports from her position as Deputy Chief Executive Officer of the Rwanda Convention Bureau (RCB), where she was appointed in March 2023.
Ishungure Parfait, who has been appointed Permanent Secretary in the Ministry of Youth and Arts, replaces Ngabo Brave Olivier.
