The visit was in line with the “verification of MINUSCA units’ base camps” as well as the “service performance” of Protection Support Units (PSU) and Formed Police Units (FPU).
Mr. Yenigun was accompanied by MINUSCA Deputy Police Commissioner, Brig. Gen. Ossama el Moghazy and Director of UN Mission Management Support Section of Police Division, Senior Superintendent of Police (SSP) Jessica Van Der Werf.
They were received by Rwanda PSU 1-IV contingent commander, SSP Alex Fata, who guided them through a tour of their base camp assessing serviceability of the infrastructure and equipment of the unit, at the same time appraising their management.
He also briefed them about the contingents’ personnel, readiness, welfare and operations conducted since its arrival.
SSP Alex Fata thanked the MINUSCA leadership and the people of CAR for the continued support and close partnership that facilitate the unit’s effective discharge of its assigned duties.
The RWAPSU 1-IV was deployed in CAR in January this year and is in charge of the close protection of CAR and UN high profile authorities.
Among those under PSU protection is the Prime Minister of CAR, the Minister of Justice, President of National Assembly, the Special Representative of the UN secretary General to CAR (SRSG), escorting foreign visiting delegations in CAR, Protection of civilians and the execution of other special tasks assigned by the command of Joint-Task Force for Bangui (JTFB).
“We assure you that we shall sustain these efforts and commitment for the good of the people of CAR,” SSP Fata said.
Commissioner (Rtd) Yenigun commended Rwanda’s commitment to UN mandate and international peace, and thanked the Rwandan peacekeepers for their “courage.”
“I am very delighted and impressed by the visit conducted today. Rwanda police achievements and contribution to UN missions is remarkable. We thank the Government of Rwanda for being among the leading police contributors to UN missions,” Yenigun said.
“Your good presentation, immeasurable efforts, and preparedness we observed during this visit, undoubtedly, show that you are performing to the standards required by the UN; keep it up.”
Rwanda maintains three Police contingents in Central African Republic (CAR); two FPUs and a PSU, each composed of 140 Police peacekeepers.
FPUs are charged with crowd control, conduct of patrols, protection of people in Internally Displaced Camps and escort duties, among others.
Other 29 Rwandan Police peacekeepers are Individual Police Officers (IPOs), who serve as mentors and advisers.
They were arrested in a six-day operation dubbed ‘Operation Usalaama VI’ conducted between October 30 and November 4, during which illegal goods worth over Rwf80 million were seized from the suspects.
At least ten of those arrested during the operations are major drug dealers.
Operation Usalama was conducted jointly by Rwanda National Police (RNP), Rwanda Investigation Bureau (RIB), Rwanda Standards Board (RSB), Food and Drugs Authority (FDA), Ministry of Agriculture, Rwanda Directorate General of Immigration and Emigration, Rwanda Energy Group (REG) and other relevant entities.
Usalama, meaning safety in Kiswahili, is a regional operation conducted every year simultaneously in 28 Eastern and Southern Police Chiefs Cooperation Organisations (EAPCCO and SARPCCO) member states against high impact crimes including; trafficking in human beings, people smuggling, counterfeit, illicit and substandard pharmaceuticals and foods and narcotics, among others.
The operation also targets environmental crimes (wildlife crimes, illegal logging, and fishing), theft of copper cables and other metals, smuggling of minerals, a proliferation of illicit small arms and light weapons, terrorism and tracking fugitives.
Some of the impounded illegal and substandard goods, according to the report of the operation released Monday, include narcotic drugs and psychotropic substances (136kgs of cannabis and 38,487 liters of illicit drinks) worth over Rwf32.5 million; smuggled clothing valued at Rwf11.3 million;
Other items include substandard and fake veterinary and agricultural drugs like industrial fertilizers worth Rwf25.7 million; skin bleaching cosmetics (lotions, oils and soaps) valued at Rwf3.3 million; substandard foodstuff, especially meat and bread; and 26 boxes of pharmaceuticals, which were being sold illegally; 70kgs of minerals; and 27.7kgs of stolen electric cables.
RNP spokesperson, Commissioner of Police (CP) John Bosco Kabera said that fighting these criminal acts should be everyone’s responsibility so as to protect legal business and the public against substandard and dangerous products.
“Together with other relevant institutions, we continue to raise awareness and enhance operations to fight and prevent such criminal practices. This is one of the reasons why units like border security, Revenue Protection Unit, and the Anti-Narcotics Unit were established,” CP Kabera said.
“These smuggled expired and counterfeit products are dangerous to legal business, harmful to consumers, and damaging to the economy through tax evasion. If you don’t want to get into conflict with the law, do legal businesses… do the right thing,” he warned.
The spokesperson called upon the general public especially those residing on borderline, to continue their community policing spirit and share information on people, who attempt to traffic and smuggle goods and other cross-border crimes.

Kagame lured investors today in Johannesburg, South Africa, where he joined other Heads of State including the President of South Africa, Ghana, Mozambique Prime Minister among others for a panel discussion on Investing in Africa at the second edition of Africa Investment Forum.
Organized by the African Development Bank and its partners, the second edition of the Forum runs from 11th to 13th November 2019 in Johannesburg, South Africa.
The multi-stakeholder transactional marketplace is aimed at raising capital, advancing projects to a bankable stage and accelerating financial closure of deals.
Kagame said that present opportunities are ideal for Africa to foster development.
“I have always thought it is Africa’s time, we Africans we have let ourselves down. We are now realizing it is Africa’s time and we need to seize every opportunity to be where we should be,” he said.
Kagame also thanked President Cyril Ramaphosa for providing a good environment to be discussing these issues and the President of the African Development Bank, Akinwumi Adesina.
He explained that Rwanda has concentrated on creating a good environment for people to do business, a predictable governance system, security, in a region of East African Community ‘that is probably the fastest growing region on our continent and Rwanda being part of and benefiting from that’.
Talking on investment opportunities in Rwanda; the President said: “We have created a number of things: Agri-business hub, between 15-20,000 hectares we are trying to put under irrigation and partner with private sector in agribusiness for exports.”
The President presented Kigali Innovation City, where technology companies and higher institutions of learning come together with financial services to allow Startup Company to develop and grow and encouraged private investors to maximize opportunities from it.
“We expect private capital to come in and grow that,” he said.
Kigali Innovation City is a huge project expected to help Rwanda advance technology. It is being developed in the Special Economic Zone in Gasabo district and expected to be completed at a cost of US$ 2 billion.
KIC features an innovation and knowledge hub consisting of world-class learning institutions and tech companies with room for additional firms.
The project also has a component of Rwanda Innovation Fund, a privately managed $100 million fund for the development of world-class technologies with the private sector invited to join in.
It will also be a hub for international universities, tech companies with solutions in agriculture, health, financial sector and provide a contribution to infrastructure development. The project will be spread on 70 hectares parcel.
“Kigali Innovation Fund, created with the support of the AfDB, Government has put in money. We want private people to come and invest as well,” enthused Kagame.
Talking on what Africa needs to do to attract investment, the President said: “There is nothing new that we don’t know we have to deal with. The main difference will come when in one place or another, they are actually doing what they know they ought to. It does not just know what you ought to do or being capable of it, it is about actually doing it,”
He further called for women’s involvement.
“Let’s do what we know we have to do, let’s involve our women, we see many who are CEOs, there are many who are capable so we should not leave them behind. We should have an accountable transparent system of governance, create rule of law, for people to know what to expect,” noted Kagame.
African Investment Forum to be concluded on 13th November 2019 brings together 2000 participants.
The former Forces Armee Rwandais (ex-FAR) officer was a member of the FDLR/FOCA before joining RUD-Urunana, the armed wing of Victoire Ingabire’s FDU Inkingi, then under the command of General Ndibabaje alias Musare.
The spokesperson of the special force called Sokola 2 of the Congolese army (FARDC) told IGIHE that Musabyimana was killed close to the border with Uganda in Binza, Rutchuru, and the Democratic Republic of the Congo.
Gen. Musabyimana grew within the ranks of FDU-Inkingi becoming its overall military commander until his death.
The Congolese army(FARDC) has revealed that Gen Musabyimana was found with classified information linking him to Uganda’s top security officials.
The information shows that Gen. Musabyimana had been frequenting Uganda and had been in constant communication with that country’s officials.
Sources reveal that RUD-Urunana was created by Uganda’s intelligence with the specific mission of destabilizing Rwanda under the coordination of Philemon Mateke.
Mateke has also been the contact person between the FDLR and Uganda’s leadership.
The classified intelligence on Musabyimana aka Jean-Michel Africa also shows that he was in constant contact with Uganda’s Minister of State for Regional Affairs, Philemon Mateke who has been working tirelessly to coordinate the forces that seek to destabilize Rwanda and that leaders of the “P5” like Major Frank Ntilikina (deputy to Kayumba Nyamwasa in the P5 armed wing) FDU Inkingi have been in frequent communication with him. Maj Ntilikina is based in France, and have been frequenting Uganda and remain in constant communication with senior officials of that country.
Last month on the night of October 4, RUD-Urunana carried out an attack in Kinigi, Musanze district, in the Northern Province, which claimed 14 lives and injured 18 people. The security forces repulsed the killers, killing nineteen and apprehending five. Three of the commanders who managed to escape withdrew to Uganda. Sources say that they are in Uganda under protection in a UPDF barracks.
This prompted Rwanda government to write a note verbale to the authorities in Uganda demanding the extradition of the killers who had retreated to its territory. However, no response has been received to-date, sources say.
Translated as ‘inform me’, the mobile facility which was initially launched in November 2017 in English version enables customers of financial institutions to efficiently monitor their credit rating on their mobile phones in real-time.

The system helps to improve the quality of loan applications and enables customers to grow their loan portfolios.
The Managing Director of TransUnion mu Rwanda, Mugwaneza Jacqueline has said that the number of users increased gradually since the system was launched in Rwanda which pushed for facelifting services.
“We got positive feedback from customers over the past two years since we launched. They have a growing appetite to use credit ranking system. Our objective is to help all Rwandans access enough information on the credits to meet their needs buying homes or getting an education loan,” she said.
“We attach great importance to make information accessible influencing people in good decision making,” added Mugwaneza.
Currently, TransUnion operates in over 30 countries across the globe.
Before the coming of TransUnion to Rwanda, people were required to get loan-free certificates that would prove that they are not indebted.
