Her body was seen in the morning of Monday 23rd May 2022 in Karenge Village, Karenge Cell of Karenge Sector.
The Executive Secretary of Karenge Sector, Emmanuel Ntwari has told IGIHE that the body was first seen by residents.
“It is suspected that she was killed few days ago. The woman might have been killed on Friday but Rwanda Investigation Bureau [RIB] is conducting investigation to establish the truth. The woman had come to live here from Nyakariro where she left two children,” he said.
Ntwari appealed on residents to report missing neighbours to local leaders on time to mount a search. He also requested landlords to register identifications of their tenants for security reasons.
Last week, an old man was stabbed to death in the same sector. His son identified as the prime suspect has been arrested pending further legal process.
Despite the fact that the man has been claiming to be a political refugee, his family is among people accusing him of having defiled his own child.
In November 2020, a brother of Sgt. Maj. Robert Kabera asked him to report himself to the judiciary instead of playing blame games to tarnish Rwanda.
His family rejected his claims noting that what Robert claimed was far different from the reality.
“As relatives, we strongly condemn his shameful acts of defiling his daughter and escaping justice lying that the Government of Rwanda is hunting him because he is from the family of Rwigema,” he said.

Recently, Uganda’s security officials arrested Sgt Robert and searched his house for being suspected of illegal possession of a gun.
Within few days of his detention and after his release, details emerged that he is in close collaboration with Rwanda National Congress (RNC), a terrorist group founded by Kayumba Nyamwasa to destabilize Rwanda.
Following his release last week, Sgt Maj Robert was seen on some streets of Kampala posing for photos with Sulah Nuwamanya and Prossy Bonabaana, two senior members of RNC based in Uganda.
Their activities were previously carried out under the cover of an organization dubbed, Self-Worth Initiative which they used to recruit new members into the terror group.
It is said that those denying to join the rebel group were reported to the Chieftaincy of Military Intelligence (CMI) and accused of being Rwanda’s spies.
Sulah Nuwamanya and Prossy Bonabaana were recently seen in a picture with Sgt Robert after his release.
A source has revealed to IGIHE that Robert’s collaboration with these top RNC members was among reasons for his arrest.
“The reason for his arrest is clear because he already has collaboration with RNC members. Continuing to do so after his release is not surprising because it has become his identity,” the source said.
Reliable sources have revealed that Sulah Nuwamanya and Prossy Bonabaana played a big role to have Sgt Maj Robert released through few security officials in Uganda still cooperating with Kayumba Nyamwasa.

Lt Gen Muhoozi Kainerugaba, the Senior Presidential Advisor on Special Operations and Commander of Land Forces of the Uganda People’s Defence Forces (UPDF) has been showing willingness to put an end on the collaboration that existed between RNC and Ugandan security officials since he embarked on the journey to mend relations with Rwanda.
As part of these efforts, Uganda recently expelled Robert Mukombozi, the coordinator of RNC activities in Australia.
A source has told IGIHE that the continuing collaboration between Uganda’s security officials with RNC should not be considered as the failure of Muhoozi or lack of will to solve pending issues.
“Uganda’s situation is complex. There are some individuals who can violate laws or do what they want which can affect the willingness of Muhoozi,” he said.
“He does not have complete power to prevent it from happening. We don’t doubt about the willingness of Muhoozi, he is serious on his promise but he might not be able to stop it at once,” added the source.
Even though he rose through military ranks from Sergeant to Sergeant Major, Kabera Robert gained popularity for his stage name as ‘Sergeant Robert’.
Before fleeing, he was part of RDF Army Military Band renowned for his song ‘Impanda’ among other songs praising Rwanda’s army.
The Memorandum was signed in Qatar on Sunday 15th May 2022 by the President of Administrative Control and Transparency Authority, Hamad Bin Nasser Al-Misnad and the Chief Ombudsman of Rwanda, Nirere Madeleine, in the presence of a number of Officials from ACTA.
Speaking at the event, the Chief Ombudsman of Rwanda said that the signing of the memorandum of understanding is an important event in addition to other tangible efforts made by Qatar and the Rwandan Government to strengthen bilateral relations.
“We are all aware of the negative effects of corruption on the economies of countries, on the welfare of people, social justice and equity, and on security. Therefore, several mechanisms have been established in our countries, including legislative mechanisms, as well as the establishment of institutions to combat corruption,” she added.
Nirere stressed that Rwanda, in its vision 2050, places fighting corruption among its priorities, and seeks to be among the first countries worldwide in the fight against corruption. She explained that the memorandum signed by the two parties, comes at the appropriate time when Rwanda is implementing both the National Sustainable Development Strategy (2017-2024) and its vision 2050.
“Our aim behind this cooperation is to strengthen anti-corruption strategies by sharing best practices and exchanging experiences to combat it, Nirere said.
The President of the Administrative Control and Transparency Authority also said that the signing of the memorandum of understanding is a new building block for the strong and distinguished relationship between the State of Qatar and the Republic of Rwanda in all fields, one of which is the choice of Rwanda to organize the ceremony of handing over the ‘Sheikh Tamim Bin Hamad Al Thani Anti-Corruption Excellence Award’, on December 9, 2019 in the capital, Kigali. From then, the International historical Anti-corruption monument has been raised at Kigali Convention Centre.
“Our awareness of the danger of the phenomenon of corruption and its growing bad effects on the economies of countries and people’s lives and the ease of its spread in the world, made us more convinced of the importance of mobilizing efforts at the regional and international levels to combat it and address it by all possible means and methods.
This comes in our signing of the Memorandum of Understanding, which aims to enhance cooperation between the two bodies in the areas of promoting integrity and combating corruption, in particular in the areas of training, research, and coordinating efforts in international forums, and the organizing of joint working visits,” Misnad added.
The memorandum of understanding aims to exchange experiences in the field of preventing and combating corruption, by arranging mutual working visits, in addition to supporting and unifying initiatives in the meetings and conferences of the States Parties to the United Nations Convention against Corruption.
Superintendent of Police (SP) Alex Ndayisenga, the Northern Region Political and Civic Education Officers (RPCEO) said that five of the smugglers were arrested. Other 15 fled back to Uganda.
This group had crossed into Rwanda with 13 sacks of Wolfram weighing 650kgs using an illegal border point in Rukoro Village, Kayenzi Cell in Kagogo Sector.
“There was prior information that this group had earlier on Sunday at about 8pm, crossed to Uganda through a porous border to bring minerals. The group returned back at about midnight with 13 sacks of minerals and they were intercepted after they crossed into Rwanda,” SP Ndayisenga explained.
The group was allegedly hired by an illegal mineral dealer in Burera to smuggle the minerals from Uganda.
“The suspects and the seized minerals were handed over to RIB at Cyanika station but the search for the said rightful owner of the minerals is still underway,” the RPCEO said.
He commended the role of communities living along the borderlines in fighting cross-border crimes.
Article 54 of the law N° 58/2018 of 13/08/2018 on mining and quarry operations, states that; any person, who undertakes mineral or quarry exploration, exploitation, processing or trading without a licence, commits an offence.
Upon conviction, the offender is liable to imprisonment for a term of between two and six months and a fine of not less than Rwf1 million and not more than Rwf5 million or only one of these penalties.
The court also orders confiscation of any seized minerals or quarry in storage, trading or processing without a license.
It is reported that on Monday, 23rd May 2022, between 0959hrs and 1020hrs, FARDC rocket shelling hit Kinigi and Nyange Sectors in Musanze District which also borders Gahunga sector in Burera District injuring several civilians and damaging property.
Following the shelling, RDF has through a statement announced that it has requested the EJVM to launch an investigation and assured citizens that security in the area remains intact.
“The situation in the area is normal and security assured. Those injured are receiving treatment and officials are assessing the extent of the damage. The RDF has requested for urgent investigation by the regional EJVM, and Rwandan authorities are also engaging DRC counterparts over the incident,” said Col Ronald Rwivanga, RDF spokesperson.
Rwanda and UK Rwanda and the United Kingdom (UK) recently signed the Migration and Economic Development Partnership on Thursday 14th April 2022.
The partnership will see Rwanda accommodating asylum seekers staying in UK illegally.
The deal is meant to seek a solution for migrants arriving in the UK illegally and discourage others with the same intention.
Daily Mail has reported that almost 100 migrants have been given notices that they will be sent to Rwanda in coming days.
Under this program, the UK will provide an upfront investment of £120 million to fund invaluable opportunities for Rwandans and migrants including secondary qualifications, vocational and skills training, language lessons and higher education.
These asylum seekers from African countries and others outside the continent will be treated decently like Rwandans upon arrival. It is expected that those willing to return to their mother lands will be helped to do so.
Before sending the first batch to Rwanda, Daily Mail has reported that asylum seekers are abandoning attempts to seek refuge in the UK.
The media house based in the UK has also revealed that ten migrants have already asked to return home rather than being sent to Rwanda.
Some officials from UK’s Home Office have said that they expect a further increase in the number of asylum seekers abandoning their attempts to stay in the UK as the first batch will be flown to Rwanda early next month.
‘It’s a positive start,’ said a Government source. ‘We always said we need to get the flights going before it becomes a deterrent, but this shows the direction we’re heading and why we introduced the policy.’
Rwanda has recently revealed that it is has already prepared hostels designated to accommodate these asylum seekers. These include Hope House located in Kinyinya Sector, Desire Resort Hotel located in Kagugu Sector of Gasabo District and Hallmark residences located in Kanombe Sector in Kigali City.
These buildings are equipped with all necessary equipment for better living conditions of migrants to be accommodated there. Notified asylum seekers have seven days to appeal against the decision. It is said that at least 20 appeals have been lodged.
It is also understood that the first flights to Rwanda have already been delayed by a legal appeal from a coalition of charities and a trade union representing immigration officials.
UK officials have however revealed that the first migrants are expected to have been deported not later than 10th June before the Commonwealth Heads of Government Meeting in Rwanda on 20th June 2022.
According to reports, the Home Office reportedly expects about 300 people to be deported to Rwanda each year.
Meanwhile, the UK has announced that a boat carrying 41 migrants was detected in the Channel on Friday, while 106 migrants crossed in three boats on Thursday. Around 9,000 have crossed so far this year.
The UK Home Secretary, Priti Patel and Dr. Vincent Biruta, Rwanda’s Minister of Foreign Affairs Minister, last week faced down United Nations agencies that have also been criticizing the migration and economic partnership with Rwanda.
The Home Secretary and Dr. Biruta travelled to Geneva to urge the UN refugee agency to stop rubbishing the policy, saying there was an ‘urgent moral imperative’ to send migrants to Rwanda. They said those criticising their policy were failing to offer viable alternatives to repair a ‘broken’ global asylum system.
As UK plans to send the asylum seekers to Rwanda, sources reveal that people seeking asylum in France have started increasing ‘because they can’t predict what will happen to them when they arrive in the UK’.
BBC has however reported that the number of people living in camps around Calais has fallen, but it’s hard to tell whether that’s linked to the resettlement policy, or to tougher tactics by French police to break up migrant camps.
Despite the fact that the man pleaded guilty and asked for leniency, the court maintained the life sentence sought by the Prosecution considering the cruelty with which he killed his wife and related consequences to the community.
The ruling was read on 20th May 2022.
It is said that Havugiyaremye committed the crime in the night of 25th April 2022 around midnight in Kirambi Village, Gishihe Cell of Kigoma Sector in Huye District.
As the hearing began, the man said that he got is dispute with her wife after telling him that he was not the father of the baby in the womb.
As Havugiyaremye revealed, he woke up and took a small hoe which he hit on the head of the wife who died on the spot.
After committing the murder, the husband locked her body and his child inside the house and reported himself to the Police.
The Western region Police spokesperson, Superintendent of Police (SP) Bonaventure Twizere Karekezi, identified the suspects as Mutoni Mukasinumvayo, 20, and Hamis Ndaruhutse, 26.
“They were arrested at about 4pm at a check-point mounted along Mukamira-Muhanga highway in Ryabasenge village, as part of Police operations against drug traffickers and smugglers. They were traveling in a public vehicle. They had concealed the narcotics in a sack of potatoes,” SP Karekezi said.
The narcotics belong to Mukasinumvayo and Ndaruhutse is her employee, whom she was traveling with to supply retailers in Muhanga, according to investigations.
Ndaruhutse was to be paid Frw20,000 after supplying to retailers.
“Mukasinumvayo and her husband, both residents of Mahoko Cell, Kanama Sector of Rubavu District were suspected drug dealers,” said SP Karekezi.
Both Ndaruhutse and Mukasinumvayo were handed over to RIB at Jomba station for further investigation. The search for Mukasinumvayo’s husband is still ongoing.
Article 3 of the Ministerial order nº 001/moh/2019 of 04/03/2019 establishing the list of narcotic drugs and their categorisation classifies cannabis in the category of very severe narcotics.
Article 263 of the law No. 68/2018 of 30/08/2018 determining offences and penalties in general states that any person who, unlawfully produces, transforms, transports, stores, gives to another or who sells narcotic drugs and psychotropic substances, commits an offence.
In case of “very severe narcotic drugs” the offender is liable to between 20 years and life imprisonment and a fine of between Rwf20 million and Rwf30 million.
He is detained at Remera RIB Station as his file is being compiled to be transferred to the Prosecution.
The Spokesperson of RIB, Dr. Murangira B. Thierry has told IGIHE that Dr. Nibishaka was arrested on Saturday over swindling people’s money promising people to help them get visas to travel to the United States of America (USA).
“Dr. Nibishaka was accused by different people claiming that he took their money promising them to get visas to travel to USA but did neither help them nor refunded their money. Investigation is ongoing,” he said.
Dr. Nibishaka was named the Deputy CEO of RGB in July 2019. He had been serving as the Secretary General of the National Human Rights Commission (NCHR), Republic of Rwanda (2017-2019) prior to the appointment.
The article 174 of Rwanda’s penal code stipulates that any person who, by deception, obtains another person’s property, whole or part of his/her finance by use of false names or qualifications, or who offers positive promises or who threatens of future misfortunes, commits an offence.
Upon conviction, he/she is liable to imprisonment for a term of not less than two years and not more than three years, and a fine of not less that Rwf3 million and not more than Rwf5 million.

He was named the Butcher of Congo because of the monstrosities committed in Congo during his rain.
It has an area of 18,000 square meters, with 14 bedrooms overlooking the sea.
It consists of a 35 hectares garden, football fields, a large stable with capacity to house up to 30 horses and a large swimming pool which is 50 meters long and a library that holds more than 3,000 books.

On the fifth place is Les Palais Bulles or ‘bubble palace’ located in Théoule-sur-Mer in France. It is valued at US$390 million.
Les Palais Bulles was built by Hungarian architect, Antti Lovag between 1975 and 1989. Its name comes from the round shape of the rooms that face the Mediterranean Sea.
Lovag was inspired to build that way because of the old architecture. The house has three pools, a lot of gardens.
It is currently owned by Pierre Cardin, Italian-French fashion designer.
