Police in Ngoma District is holding a man identified as Jean Claude Habanabakize in connection with attempting to bribe a District Administrative Security Support Organ (DASSO) on duty to acquire an illegal service.
Inspector of Police Emmanuel Kayigi, the Eastern region Police Spokesperson, the suspect was arrested trying to bribe DASSO personnel with Rwf40, 000 in an attempt to have his brother identified as Innocent Nsengiyumva, released.
Nsengiyumva had been arrested by the DASSO personnel in possession of three liters of illicit gin.
“Habanabakize learnt of his brother’s arrest and called DASSO personnel claiming that he has a message for him. The DASSO also tipped the Police that arrested Habanabakize red handed,” said Kayigi.
He commended the officer for denouncing bribery and for acting fast in reporting the case to police.
“This is a direct warning to any member of the public who seek to bribe their way out of wrongdoing.”
“This is a country that has a zero-stance on such vices and we must fight against it whenever it occurs. We also call on the public to refrain from consuming illicit brew since they are dangerous to their lives,” Kayigi added.
Habanabakize will be charged under article 640 of the penal code which stipulates that, “any person who explicitly or implicitly offers, directly or indirectly proposes or promises a gift or any other illegal benefit, to a person in charge of a service, mission or mandate in order to render a service to him or her or somebody else, shall be liable to a term of imprisonment of two years to five years and a fine of two to ten times the value of the illegal benefit granted.”
While addressing 90 members of DASSO in March last year, the Minister of Local Government Francis Kaboneka rallied the officers to put discipline ahead in ensuring efficiency in their work.
DASSO is under the direct supervision of the ministry of local government and was established by government under Law Nº 87/2013 of 11/09/2013.
There are currently close to 2200 DASSO members operating countrywide.
Part of their mandate is to support district authorities to enforce security, to collaborate with other organs to ensure public order.
