French Court won’t extradite Habyarimana to Rwanda

French Court on Tuesday issued an unfavorable pronouncement on the extradition request of Joseph Habyarimana, a French 57, who is accused of involvement in the 1994 genocide against Tutsi.

The investigating chamber of Toulouse appeals court, before which Mr Habyarimana appeared free, will make its decision on 15 September.

Rwanda wants to judge him for “complicity in genocide” and “crimes against humanity” while French Court insists that there was no penalty criminalizing genocide in Rwanda in 1994.

Unlike many countries like Canada or Norway, France has never extradited genocide suspects to Rwanda. However, twenty investigations are ongoing in France, in connection with the 1994 genocide.
