100 Youth Voluntarily test for HIV
{{As true love week campaign was reaching its end, about 100 youth in Munini Cell in Gikomero Sector of Gasabo District voluntarily tested for HIV.}}
During the same day Imbuto Foundation with Amahoro Association donated the entertainment House dubbed “Imbuto zitoshye” to youth of Gikomero.
About 700 youth were present at the inauguration.
Patrick Habineza, the Coordinator of Amahoro Association said the True love campaign was to raise awareness among youth to fight against HIV/AID as well as teaching them about Health reproduction.

Warehouses to store crops in Musanze
{{The Ministry of Agriculture and Animal Resources (MINAGRI) has opened 7warehouses to stockpile crops harvested across the country in order to stabilize market prices and ensure food security for those Rwandan’s at risk of going hungry.}}
Purchasing beans and maize from agricultural cooperatives throughout the country, the ministry is storing crops in warehouses so they can be distributed as needed when farmers are unable to meet their production goals.
By stockpiling crops after they’ve been harvested, the ministry is ensuring the price of food will remain stable, an important step in guaranteeing food security across Rwanda.
Despite the country’s impressive economic recovery, demonstrated by an annual GDP growth of 5.8% since 1998, household food security remains a challenge especially in Rwanda’s rural sectors.
Currently, 22% of Rwandan households are food insecure, while an additional 24% are highly vulnerable to food insecurity, according to a report by the World Food Program.
The Post Harvest Task Force Center in Musanze is one of seven centers where food is being stockpiled.
The Musanze center is being used by MINAGRI to store beans only and can hold up to 8,000 tons, though there are only 4,500 tons currently stockpiled, says Delphine Niwenkunda, a representative from the Musanze’s Post Harvest Storage Task Force.

Community Policing Week Concluded
{{Today marks the end of this year’s week-long Community Policing (CP) campaign which started on February 11, with police officers taking to streets to interact with road users on road safety measures.}}
Supt Jean Marie Vianney Ndushabandi, the Spokesperson of the Traffic and Road Safety Department, said road safety awareness campaign, which will be held across the country, will especially target motorcycle operators and drivers of public vehicles.
“We will interact with them, especially motorcycle operators, to be cooperative with traffic agents and to respect traffic rules in general to enforce road security,” said Ndushabandi
Most road traffic accidents in the country are caused motorcycles.
“There is still a gap between police and motorcycle operators that needs to bridged to further combat accidents and ensure road safety,” he stated.
Most accidents are caused by negligence, over speeding, reckless driving and mechanical faults.
Road traffic accidents are ranked the third leading cause of death worldwide after malaria and HI/AIDS.
Last year, 4471 accidents were recorded countrywide. 943 of the recorded accidents were fatal, claiming 474 lives.
Today’s road safety awareness campaign, which will be held in Nyabugogo bus terminal in Nyarugenge District, at the national level, supplements other campaigns held every year which include the ‘Road Safety Week.’
“We will be emphasizing on the road traffic rules and regulations, especially to those with automobiles to value rights of other road users like pedestrians,” he explained.
Today’s event will be climaxed with football matches between motorcycle operators and police.
In Kigali, the match will be held at Nyamirambo Regional Stadium later in the day.

Children Aged 9-15 to be Vaccinated Countrywide
{{Rwanda Ministry of Health has announced that children aged between 9-15 will be vaccinated across the country from 12th March to 15 March, 2013.}}
According to Minister of Health Dr. Agnes Binagwaho, children will receive a vaccine which is a combination of two elements that fights against measles and Rubella,
“It’s the first time the vaccine is introduced in the country for massive public Health campaign.” Binagwaho revealed.
Since 2006 to 2012, cases of rubella disease and measles have increased across the country.
In 80s, more than 40 000 children were dying yearly due to measles which has the same signs as the ones of Rubella.
“Today no child dies of measles as there is its vaccine. The next step is to call upon parents to vaccinate their children,” said Maurice Gatera Head of Vaccine Preventable Diseases Division-Institute of HIV/AIDs, Disease Prevention & Control at Rwanda Biomedical Centre.

Wheat Growers Urged to Increase Production
{{Rwanda Ministry of trade and industry has asked wheat growers across the country to increase production and meet the increased market demand.}}
During a meeting with wheat growers in Musanze District, the Permanent Secretary of MINICOM, Emmanuel Hategeka said currently Tanzanian company working in Rwanda, AZAM, will require more wheat compared to what is being harvested in Rwanda.
He however, asked wheat growers to increase production noting that the market is available.
Jacqueline Nyiranzirorera, a wheat grower says that steady market availability will encourage them to grow more wheat since they are assured of selling at a better price.
Emmanuel Hategeka, assured wheat growers that AZAM intends to buy their produce for a long time and that the government will advocate for them so that their produce is bought at fair prices.

Visitors to Rwanda Increased by 22% in 2012
{{In 2012, Rwanda has welcomed 1,075,829 visitors having shifted from the 2011 number which was 908,001 visitors.}}
This represents an increase of 22%.
Rica Rwigamba, in charge of Tourism at Rwanda Development Board (RDB), attributes the increase of visitors to the fact that Rwanda is a safe country.
She added that the department of Tourism is in the process of continuously reinforcing product diversification by focusing on the quality of services in this sector.
According to Claire Akamanzi, CEO of Rwanda Development Board, tourism is an important sector of the national economy.
It makes a valuable contribution to national income and the Vision 2020 program, notably by creating jobs and attracting investors.

PAC Says Frw5 Billion Misused in 2010/11 Budget
{{The Public Accounts Committee PAC has revealed that Frw5 billion was misused during the 2010/11 Budget adding that mismanagement of public funds prevails in Public and Government institutions and agencies.}}
PAC Chairperson, Juvenal Nkusi made the remarks last week, while PAC was releasing its final reports about the usage of 2010/2011 budget.
According to statistics, the loss was decreased comparing to loss of Frw9.7 billion as highlighted in the 2009/10 Auditor General’s report.
In recent report, it was noted that there are still challenges in the management of public funds as well as lack of strict measures to prosecute cases of those who have been found guilty of embezzling public fund.
Nkusi said that the Auditor General Report shows that among 118 institutions surveyed, only 11 institutions have properly used funds allocated to them during the budget of 2010/2011.
As MPs were asking whether there should be a special court to try embezzlement cases to avoid continuing errors, Nkusi answered that it could be better if such proposal is implemented.

Defence Minister Receives South Korean Envoy
The Minister of Defence has received the South Korean Envoy Hwang Soon-Taik.
The two met Friday and held talks that largely focused on the existing excellent cooperation between the two countries.
In October 2011, the South Korean government offered two medical vehicles worth 453,000 U.S. dollars to Kanombe Military Hospital.
Ambassador Hwang Soon-Taik thanked the Rwandan Minister of Defence Gen.James Kabarebe for the proper use of these vehicles fitted with modern medical equipment.
The South Korean diplomat recalled that Rwanda is known worldwide for the proper use of assistance it receives from its development partners.

Copyright Violation: Court Orders ORINFOR & Isango to pay Kayirebwa
The Rwanda commercial court has concluded that ORINFOR and Radio Isango Star should pay Artist Cécile Kayirebwa for violating the Copyright of her music.
Kayirebwa dragged to court the two broadcasting houses accusing them of using her music without her approval.
The Court ordered ORINFOR (Rwanda Information Office) to pay the artist Rwf 6 million while Isango Star Radio will pay Rwf 2 million.
The judge ruled on two principles: the unauthorized use of artistic works and Cécile Kayirebwa copyright liability.
Other local radio stations have also used Kayirebwa’s music including Radio Contact FM which had the permission of the author.
City Radio, Flash FM and Ijwi ry’Afrika have not been convicted by the court for lack of convincing evidence.
