Nyirasafari who was recently appointed to head the ministry, made the remarks as she closed the international tennis competition known as ‘Cogebanque Tennis Open 2018’, Nyirasafari told the press that building sports policies starting with children and resolving existing challenges is one of her priorities.
“I will approach those already in the sports sector and hear their perspectives so that we work together to address the challenges. I will also build on what others have achieved” she said.
She further said that she will focus on promoting sports among children as it was within her responsibilities as Minister of Gender and Family Promotion.
Nyirasafari said she will encourage parents to give their children time to play and compete because “ aside from being a source of happiness for the country in general, sports also influences children’s healthy and growth.”
Bayingana who has been president of Rwanda Cycling Federation (FERWACY) for more than 10 years was elected for this post during a summit in Paris, France at OIF headquarters.
L’Union Francophone de Cyclisme has been headed by Moroccan Mohammed Ben El Mahi since its inception on 9 November 2014.
Through his Twitter account, President of The International Cycling Federation David Lappertient congratulated Bayingana for the responsibilities he has been voted for and the outgoing president, Mohammed Ben El Mahi.
“Congratulations to Aimable Bayingana @Aima_Bayingana, the new President of the Francophone Cycling Union elected at this day’s congress at @FFCyclism. Thank you to Master Mohammed Ben El Mahi for presiding over this institution since its creation.” The tweet reads.
Bayingana’s victory follows Louise Mushikiwabo’s, former Rwanda Foreign Affairs Minister who was recently elected new OIF boss.
Meanwhile, in February 2017, Aimable Bayingana has been elected member of the governing committee of cycling in Africa for the second time.
Criminal cases increased most, occupying 65% of all registered court cases.
Prof. Rugege noted that pending cases are 24,783 and suggested that in order to address the challenge of backlog, minor crimes may be resolved by means of imposing fines or mutual agreements between the two parties.
He reported that courts were able to deal with 73,682 cases while in 2016/2017 they had dealt with 67 992 cases.
As for the integrity of cases adjudicated in Rwanda, Rwanda Governance Board revealed in the fifth Rwanda Governance Scorecard that citizens’ trust in courts stands at 85.8 % up from 78.3 in 2016/2017 while the level of trust in the turn-around time, from when a case is reported to when a judgment is read, improved from 77.7% to 89.7 %.
Hakizimana, 24, beat his APR FC former teammate Djihad Bizimana who now plays for Belgian Waasland-Beveren FC and AS Kigali’s Jean Claude Ndarusanze who won the top scorer award.
The victory earned Hakizimana footballer of the year accolade and Rwf 1 million worth of prize money.
The former Ettincelles FC, SC Kiyovu, Mukura VS and AS Kigali forward inspired APR FC to their record-extending 17th league title, scoring 13 goals and was a key part of Ljubomir Petrovic’s side that reached the Peace Cup semi-finals before being seen off by eventual winners Mukura.
Hakizimana was handed the award by Rtd. Brig. Gen. Jean Damascene Sekamana, the President of the Rwanda Football Federation, FERWAFA which organizes the awards giving ceremonies with Azam TV, the official sponsor of the Rwanda National football league.
AS Kigali’s Burundian striker Jean Claude Ndarusanze was also awarded his golden boot following his excellent performances last season where he led the goal scoring chart with 15 goals, as he helped the City of Kigali-sponsored football team to finish second with 61 points, five behind APR. Ndarusanze also pocketed Rwf. 750,000.
The best coach of the year title was won by Coach Emmanuel Ruremesha, former Etincelles Fc coach who joined Musanze Fc last month. Ruremesha unexpectedly guided Rubavu District based side Ettincellles to the fourth place finish in last Azam Rwanda Premier League season. Ruremesha also pocketed Rwf. 1 million prize.
He beat APR FC Serbian coach Ljubomir Ljupko Petrovic and Burundian Mukura VS Coach Haringingo Christian Francis.
Burundian born coach Haringingo Christian Francis who guided Southern Province club Mukura VS to the 2018 Peace Cup was awarded as the revelation coach, beating current Musanze Fc coach Ruremesha Emmanuel and Police Fc coach Zambian Mphande Joel Albert.
Haringingo also pocketed Rwf 500,000 worth of prize money.
APR FC goalie Yves Kimenyi was awarded the best goalkeeper of the year taking home a Rwf500,000 prize beating Mukura VS goalkeeper, Omar Rwabugili and AS Kigali’s Ugandan born goalie Bate Shamiru.
Rayon Sports’ midfielder, Kevin Muhire scooped the promising player award beating APR FC defender, Prince Buregeya and forward Lague Byiringiro. Muhire also bagged a Rwf500,000 cheque as prize.

The team of the year voted was comprised of Kimenyi Yves (APR FC), Omborenga Fitina (APR FC), Rutanga Eric (Rayon Sports FC), Manzi Thierry (Rayon Sports FC), Rwatubyaye Abdul (Rayon Sports FC), Kakule Mugheni Fabrice (Kiyovu SC), Bizimana Djihad (former APR FC, now Waasland-Beveren FC in Belgium), Muhire Kevin (Rayon Sports FC), Hakizimana Muhadjir (APR FC), Manishimwe Djabel (Rayon Sports FC) and Ndarusanze Jean Claude (AS Kigali).
Each player on the team of the year received an award and cash prize worth Rwf. 100, 000.
The prestigious annual awards ceremony was established in 2016 as a way of celebrating the top-performing footballers of the season as well as recognizing the most exceptional youngsters.

The agreement between the two hospitals is aimed at improving clinical management of pediatric services in the diagnosis and treatment of patients with critical conditions.
Through this partnership, HSJD will contribute to the improvement of management of specialized clinical services in Oshen- King Faysal Hospital (KFH) and HSJD will develop specialized capacity, focusing on teaching and research in its support strategy of improving quality for pediatrics in Rwanda.
The Director of Maternal, Child and Women at Oshen- KFH, Dr. Edgar Kalimba explains that through the establishment of a teleconsulting channel, the specialists of both the tertiary academic institutions will discuss clinical issues under subspecialties including gastroenterology, pathology, neurology, pulmonology, cardiac surgery, nephrology, rheumatology, infectious diseases and critical care among others.
The collaboration agreement between both hospitals is another step of Oshen-King Faysal Hospital strategy to be a leading medical entity in delivering high quality medical care in the region.
In April 2016, Oshen Health Care Rwanda Ltd, a branch of Oshen Group, an Angolan firm, signed a €21 million investment deal with government of Rwanda to upgrade referral King Faysal Hospital to international standards.
Rwanda has conducted the first round of shallow drilling for geochemistry tests in the methane-gas-producing lake in the west of the country, according to Mines, Petroleum and Gas Board Chief Executive Officer Francis Gatare.
After the ongoing second round of shallow-drilling tests, the state will decide whether to invite private investors to finance 2D or 3D seismic studies, Gatare said in an interview in Kigali.
“At the right time, when we have removed risks from the exploration exercise, we will make it known to investors,” he noted, adding that the government will have made a decision before the end of the year, he said.
It is said that the two ladies had entered this man’s house Thursday last week for prayers to be rescued from attacks of evil spirits.
Until Tuesday this week, the younger sibling who is reportedly possessed was still in that room tied up and unable to eat anything.
Bumbogo Sector Social Affairs Officer, Chantal Uwimana, told IGIHE that the evangelist is one of other evangelists whose churches had been shut and local authorities were not aware of its reopening at the suspect’s home.
“We closed his church but then he opened a prayer room at home. One of the ladies was reportedly possessed so she went there with her older sister because he claimed to heal possessed people,” she said.
The information of this incident leaked when one of the ladies who was not ill had a dispute with the evangelist’s wife who is also a so-called a healer.
It is said that when the ladies arrived in this household, the pastor’s wife forbade the one who was not ill from praying and hence the conflict arose. After she refused to heed her warning, the older lady and the evangelist’s wife had a scuffle. The lady was injured, tied up and locked in the same room with her sibling.
The couple (evangelist and wife) then ordered their small child to raise the volume of their radio lest the noise leaked outdoors. However, afterwards the radio was switched off making neighbors and residents hear the voices of the screaming ladies who were calling out for people to come to their rescue. Security personnel in the area then arrived, broke the door, and took them out of the room.
The victims were instantly taken to Ndera Neuropsychiatric Hospital while the pastor was arrested and taken to Rwanda Bureau of Investigation (RIB) STATION in Bumbogo.
The National Commission for the Fight against the Genocide (CNLG) also announced that it will do whatever is possible to follow up and apprehend convicts who evaded justice so that they may also serve their sentences.
While highlighting what the commission has so far done to apprehend convicts still at large in different parts of the country or abroad, Dr. Jean Damascene Bizimana, the executive secretary of CNLG during a press conference on Wednesday, said they will apprehend them in order to eradicate the culture of impunity
“In collaboration with other institutions, we are looking for convicts who have not served their terms. So far, those who have been apprehended are 358. They were returned to jails while others are doing community work as the last serving of their sentences,” he said.
Bizimana also explained that there are 167 people whose addresses are known and 1,072 who escaped to other districts in the country while addresses for other 95 people are unknown. The last category is made up of 204 people who escaped to other countries.
However, Dr. Bizimana says that people should not consider these figures to be a serious problem or think that people who were convicted are still free.
He explained that when someone’s file is obtained and analyzed, it takes just less than two hours to apprehend that person.
He added that even when the file of someone who evaded justice is obtained, concerned institutions are informed so that that person is watched closely. After their file has been scrutinized, he says, the person is instantly apprehended.
Bizimana said that CNLG and other institutions will never tolerate convicts that are at large. However, he said that the process must be done carefully so that no one is treated unfairly.
The four day tournament which attracted 24 Schools from Kicukiro District was organized by Mount Kenya University- Rwanda (MKUR) with the aim of Empowering Generations through Sports and sensitizing the youth on good governance.
The tournament was graced by the Mayor of Kicukiro district, Dr Jeanne Nyirahamana and the Deputy Vice Chancellor of Mount Kenya University-Rwanda, Dr. John Nyirigira.
The Mayor of Kicukiro District, Dr. Jeanne Nyirahabimana commended the University for its commitment to promote sports in the country as well as sensitizing the youth on anti-corruption, injustice, drug abuse, developing a saving culture and advancing unity and reconciliation.
“As a knowledge hub, Kicukiro District is proud of the coming of MKUR in the area. Its contribution to capacity development and enhancing social and economic activities is vital to the growth of the country. Today’s activity is one good example adding up to many done by the University such as cleaning our environment (Umuganda), giving scholarships to deserving students, donating cows to the poor (Girinka programme) and improvement of access roads leading to the university,” Dr Nyirahabimana said.
During the ceremony, Dr. John Nyirigira thanked the founder and Chairman, Board of Directors of Mount Kenya University Prof Simon Gicharu for supporting the initiative to promote sports in the country.
In a speech read by Dr. Nyirigira on his behalf, Prof Gicharu said, “MKUR will increasingly sponsor sports amongst the youth in order to develop talent with plans to start a sports academy in Kicukiro District. As a university, we are committed to holistic youth development, whereby what happens to our youth outside the classroom is equally as important as what happens inside.”
“Professional sports have become a good way of making a sustainable living. Some of the highest paid people in the world today are professional footballers and athletes. Lionel Messi, the Barcelona star whom you all know earns 550 million Rwandan francs every week just playing football,” he noted.
“But as you take part in sports, don’t forget your education. The good thing about education is that it has no age limit. When you become old and cannot be able to run around the football field, you can continue making a living through Education,” Prof. Gicharu advised the youth.
MKUR also sponsored uniforms, food and sports kits.
A statement signed by Congo Minister of Interior and Decentralization, Raymond Zephirin Mbourou says that effective from October 9, 2018, the date the statement was signed, “Rwandan nationals and citizens of the United Arab Emirates are authorized to obtain their entry visa at the borders of the Republic of Congo.”
