DIGP Yoramu and her delegation are in Rwanda since Monday for a working visit with focus on administrative matters, counterterrorism, and canine management.
The delegation was received in Rubavu by the Western Region Police Commander, Assistant Commissioner of Police (ACP) Edmond Kalisa, who briefed them on the security situation and daily Police operations in the region.
ACP Kalisa outlined smuggling, drug trafficking and illegal cross-border as among the major crimes in the region.
He further pointed out that RNP works in partnership with other security organs and the general public in fighting and preventing crimes.
The delegation visited the Western region headquarters and La Corniche One Stop Border Post with the Democratic Republic of Congo (DRC) where they were shown how RNP monitors and controls traffic flow across borders, and Covid-19 preventive measures.
DIGP Yoramu appreciated the discipline that defines RNP officers and the modern facilities provided to them which she said it contributes to their good performance.
“Ensuring security of the border requires much efforts due to transborder crimes. It is important to work with other security organs and the people to fight them, which is a big step that Rwanda National Police has taken,” DIGP Yoramu said.
She added that RNP and Malawi Police Service security issues are the same and they operate similarly to fight crimes.
Cross-border cooperation between the two Police institutions, she said, is important to share experiences and information in fighting crimes.
We often hear phrases like ‘she can’t be handled’ ‘she’s too much’ or in some other cases we tell each other ‘she is impossible to deal with’. In other words they blame the modern African woman.
Some men argue that modern women abuse their liberty and always talk about in the name of modernity.
“I always see 32 year old women who are acting like teenagers, excessive partying and drinking, ignoring that liberty does not wash away the quality of being mature and responsible,” a man told me.
This prompted me to ask myself if that is really a modern woman, or what people call ‘slay queens’.
Since my childhood, parents always told me to think for myself, believe in myself and aim higher to lead decent life and achieve something great and impactful to the community. As far as I am concerned, this is what I perceive as the definition of a modern African woman.
But I still wonder why these types of women are considered inapproachable, non wifey material.
Some people I talked to, shared views that a modern women do not need men anymore, that they strive for liberty while their focus on work does not leave any place for love and family.
“Women in my days were more inclined on having a husband and children but it is different nowadays. They want money and luxury, it’s all about careers really.”
As I heard those words, the only thought on my mind was wondering what is wrong with being thirsty for a great career to achieve great things. Can’t women have it all?
I discussed the matter with a friend of mine, Kessy Mugabo Kayiganwa, the co-founder and Creative Director at Ikamba apparel. “Women can have it all,” she said.
Commenting on why some African men think success is a bad trait for a woman, Kayiganwa said: “I think some men feel intimidated to be with such a woman or think it might provide loopholes for contempt. They also scared that they might not get the honour they deserve once unable to cater for needs under their responsibilities as per cultural norms.”
Another man observed that it is hard for African men to stay with such women because they prefer, in most cases, to be with women with less success lest it threatens their masculinity.
“I think the problem lies in factors and standards considered while selecting our partners. Men want a woman who is less successful and women want men who are more successful and it has become an issue for relationships,” he said.
But at the end of the day there is no right way to meet someone. There is no single way for a relationship to function. The old idea of the breadwinning husband, and the perfectionist housewife with her two well-behaved children as the picture of a family is slowly disappearing. .
The problem is about the standards and conditions we have set in our minds that have to change. Humankind adapts in every situation and this should not be an exception.
“I think modernity is part of life, the problem we’re dealing with is that men and women think modernity is an excuse for individual issues and behavior.”
There is no such thing as a perfect wife or a perfect husband, it all comes down to compromise and partnership.
Geniez who also won the prologue of Tour du Rwanda 2022 on Sunday was the first to cross the finishing line clocking 3 hours 12 minutes and 14 seconds.
Pierre Rolland riding for B&B Hotels was the second to cross the finishing line followed by a Rwandan Eric Manizabayo.
The first two arrived 3 seconds ahead of Manizabayo.
Among others, Madrazo Angel Ruiz riding for Burgos took the yellow jersey and maintains the lead on the general classification with 13 hours 57 seconds and 52 seconds.
Eric Muhoza riding for Team Rwanda is the top performing Rwanda on the general classification taking the eighth position.
Tour du Rwanda will continue on Friday with the sixth stage from Musanze to Kigali covering 152 kilometers.
The 14th edition of Tour du Rwanda will cover a total distance of 937.1 kilometers.
It has attracted 19 teams competing in eight stages across Rwanda.

The tournament which attracted different sponsors is a good opportunities to showcase products to cycling fans coming from different walks to witness the international race.
The eight-day race which has attracted 19 teams will cover a total distance of 937.1 kilometers.

In 2020, ENGIE Group acquired energy providers including Mobisol, Fenix International and ENGIE PowerCorner and merged them under one entity dubbed ENGIE Energy Access which recently replaced Mobisol brand name by MySol.

The group called ‘Abarembetsi’ was intercepted on Tuesday, February 22, in Kanyenzugi Village, Nyirataba Cell of Kivuye Sector.
The District Police Commander (DPC) for Burera, Superintendent of Police (SP) Aphrodis Nkundineza said that the ring managed to flee back to the same direction after seeing the Police, leaving sacks of kanyanga behind.
“It was a big group who belong to a racket of Abarembetsi. They had crossed crossed into Rwanda through a porous border with over 200 litres of kanyanga packed in banned polythene bags and concealed in sacks,” SP Nkundineza said.
The outlawed illicit gin was later disposed of in a public exercise.
SP Nkundineza warned those involved in such criminal activities and thanked residents, who continue to facilitate successful police operations against drug traffickers through credible information sharing.
He further called upon residents to share information on members of Abarembetsi to dismantle the ring and their criminal acts.
Article 5 of the Ministerial order Nº 001/MoH/2019 of 04/03/2019 establishing the list of narcotic drugs and their categorisation classifies alcoholic drinks produced without complying with standards and other laws; on the list of simple narcotic drugs.
Article 263 of law No. 68/2018 of 30/08/2018 determining offenses and penalties in general states that any person, who unlawfully produces, transforms, transports, stores, gives to another or who sells narcotic drugs and psychotropic substances, commits an offence.
Upon conviction, he/she is liable to imprisonment for a term of not less than seven years and not more than ten years and a fine of not less than Rwf5 million and less than Rwf10 million in regard to “simple narcotics.”
Ms. Rugwabiza succeeds Mankeur Ndiaye of Senegal, who has led the Mission since 2019.
The statement released today reads that the Secretary-General is grateful for Mr. Ndiaye’s service to the people of the Central African Republic during a turbulent and critical period in its history.
“His leadership was instrumental in MINUSCA’s comprehensive support to the general elections held in 2020-2021,” reads part of the statement.
Rugwabiza has worked for more than thirty years on Africa development and security issues in both the public and corporate sectors as a Cabinet Member, a senior diplomat of Rwanda accredited to several countries and organizations and a senior leader in national, regional and multilateral entities.
From 2016, Rugwabiza has served as the Permanent Representative of Rwanda to the United Nations and non-resident Ambassador of Rwanda to Colombia and Jamaica. From 2014 to 2016, she was the Minister of East African Community Affairs and a Member of the East African Legislative Assembly. From 2013 to 2014, she served as Chief Executive Officer of the Rwanda Development Board and Member of Cabinet.
From 2005 to 2013, Rugwabiza was the Deputy Director-General of the World Trade Organization (WTO) in Geneva. Prior to that, she served as the Permanent Representative of Rwanda to the United Nations Office in Geneva and United Nations specialized agencies, as well as Ambassador Extraordinary and Plenipotentiary of Rwanda to Switzerland from 2002 to 2005.
Rugwabiza speaks English, French, Swahili and Kinyarwanda.
Her appointment will cement Rwanda’s rise to prominence within the mission. Since June last year, the mission’s police component was led by CP Christophe Bizimungu , the former Commander of Rwanda Police Academy located in Musanze, Northern Province. He replaced French citizen Pascal Champion. Among others, the humanitarian coordination office has been managed by Rwandan Vedaste Kalima since January 2021.
Rwanda has 1660 soldiers and police force comprised of 459 since the mission began in 2014.
Rwandan soldiers have been protecting CAR’s president’s office since 2015.
Upon arrival at Nouakchott Oumtounsy Airport on Wednesday 23rd February 2022, Kagame was received by his counterpart of Mauritania, Mohamed Ould Ghazouani.
The two Heads of State will hold a tête-à-tête followed by a bilateral meeting alongside their respective delegations.

Rwanda’s Presidency has revealed that Kagame met with these artistes on Wednesday 23rd February 2022, one day after inauguration of the stadium but did not disclose topics of discussions.
In a picture posted by Village Urugwiro, Kagame is seen in a group picture along with his counterpart of Senegal, Macky Sall and different legendary African artistes.
These include Seydou Koné known for his stage name as Alpha Blondy; Youssou Ndour considered the King of Mbalax music, Salif Traoré renowned as A’Salfo in Magic System crew and Congolese Fally Ipupa, popular for Rumba music among others.
Both Senegal and Rwanda seek to become sports hubs.
The stadium inaugurated in Senegal has the capacity to accommodate 50,000 people.It will bear the name of former President Abdoulaye Wade who accepted the decision taken by President Macky Sall.
The incident happened in the morning of Wednesday 23rd February 2022 as the rain poured down.
A teacher at the school has told IGIHE that lightning struck four classrooms, administration block and destroyed electrical installation.
“The ambulance rushed to take the 30 students for medical attention. Other affected students who stayed at school are attended to by colleagues, educators and the school’s management,” he said.
Four students were receiving medical attention at Rulindo District Hospital in Rutongo by press time.
It is said that one student is critically ill while three others including one from primary and two from secondary school are recovering.

Main Kent was the first to cross the finish clocking 3 hours 17 minutes and 40 seconds and maintained 2 seconds ahead of Anatoli Budiak riding for Terengganu Polygony Cycling while the next rivals including Alan Boileau of B&B Hotels, Eyob Metkel and Muhoza Eric arrived three seconds later.
Axel Laurence of B&B Hotels has taken the yellow jersey after clocking 10 hours, 45 minutes and 7 seconds during the four stages.
He maintained a difference of ten seconds between the next rivals on the general classification. These include Madrazo Angel Ruiz riding for Burgos and Natnael Tesfazion of Drone Hopper.
The top performing Rwanda is Muhoza Eric who took the 13th position.
The tournament will continue on Thursday 24th February 2022 with the fifth stage where riders will set off from Muhanga to cross the finishing line in Musanze after covering 124,7 kilometers.
