The rider also won the second stage yesterday as the race headed to Huye from Kigali.
Alan Boileau clocked 4 hours, 23 minutes, 57 seconds along with 10 riders in his peloton including Quintero (Terengganu), James Piccoli (Israel Start-up Nation), Brayan Sanchez (Medellin) and Eyob Metker (Terengganu).
The winner of the first stage, Colombian Brayan Sanchez has taken the yellow jersey again from Umba Lopez (Androni).
The top performing Rwandan is Muhoza Eric who came 24th, 2 minutes and 2 seconds late after the first rider crossed the finish.
The 4th stage of Tour du Rwanda 2021 will continue on Wednesday with riders covering 123.9 kilometers from Kigali to Musanze.
Classified under UCI 2.1 category, the 13th edition of Tour du Rwanda has attracted 75 riders competing under 15 teams that will ride eight stages.
Boileau was the first to cross the finish in front of COGEBANQUE branch in Huye town using 3 hours 7 minutes 14 seconds.
Colombian Umba Lopez Abner Santiago riding for Androni Giocattoli was the second to cross the finishing line using 3 hours 7 minutes 20 seconds.
He took the yellow jersey after clocking 2 seconds ahead the peloton of 20 riders including Sanchez Brayan Vergara (Medellin) who won the first stage from Kigali to Rwamagana.
Uhiriwe Byiza Renus (Team Rwanda) was Rwanda’s top performer coming 14th while came in 26th.
The third stage of Tour du Rwanda 2021 will continue on Wednesday with riders covering 171.6 kilometers from Nyanza town to Gicumbi district.

The event was presided over by Commissioner of Police (CP) Bruce Munyambo, who urged the players to focus, be competitive and exhibit a winning spirit.
The 2021 Primus National League kicks off this Saturday, May 1 as a tournament with clubs now placed in four groups.
Police is placed in Group C with AS Kigali, Musanze FC and Etincelles FC.
The law enforcers will kick off their first match against Etincelles FC this Saturday at 3pm at Amahoro Stadium.
African countries approved to join the federation include Rwanda, Liberia and Ethiopia.
Malta has also been accepted as an IWBF member by the organisation’s Executive Council.
Ethiopia, Rwanda, and Liberia become the newest additions to the IWBF Africa Zone, whilst Malta becomes the latest member of the European Zone.
New member states were announced in a statement released on 27th January 2021.
Commenting on the development; IWBF President, Ulf Mehrens said: “It is always a pleasure to add new members to the IWBF family, but it is even more so given the challenging circumstances the world is facing. It is especially encouraging to see further engagement in the Africa Zone, an area we are focussing on, and is testament to the great work being done by the Zone”.
“We would like to welcome all four into the wheelchair basketball family and we look forward to working with them as they not only progress and develop the sport within their countries but showcase and drive social inclusion,” he added.
All four have been approved by the IWBF Executive Council bringing the total number of IWBF members up to ninety-five (95) with the Africa Zone now boasting 14 member countries and the Europe Zone 35.
Other countries in IWBF Africa Zone include Algeria, Angola, Burkina Faso, Central African Republic, Egypt, Kenya, Morocco, Namibia, Nigeria, South Africa and Uganda.
Wheelchair Basketball was inaugurated in Rwanda on 31st May 2018 while the Wheelchair Basketball Federation was officially launched on 3rd February 2020.
Three teams participating in WheelChair Basketball championships include Musanze, Gasabo and Bugesera in men’s category while women’s category is represented by Gasabo and Kicukiro teams.
“Mutokambali Moïse with over 15 years of experience in coaching and technical matters has been appointed the Technical Director,” reads a statement released by FERWABA.
Mutokambali who has mainly played a big role in raising aspiring junior talents in Rwanda’s basketball is the owner of ‘The Hoops Rwanda’ team that won 2019/20 women championship. He also coaches women national teams in the categories of elites and juniors since April 2019.
Mutokambali gained fame in the years between 2005 and 2012 when he coached Lycée de Kigali basketball team before joining the National Team.
In 2013, he helped Lycée de Kigali to win inter-secondary schools basketball competition. He had won similar competition in 2010 when he was the head coach of APE Rugunga among others.
Mutokambali was appointed the head coach of Men National Team in 2013. He was later in March 2018 ousted from the position accused of underformance until he was appointed the head coach of Women National Basketball Team.
According to a statement signed by the President of FERWACY; Abdallah Murenzi, the tournament has been postponed due to current global situation of COVID-19 pandemic and many uncertainties ‘that do not allow to envisage the organization of the tour of Rwanda in the best conditions’.
“After consultations with other government institutions, Rwanda Cycling Federation has decided to postpone the 2021 edition of the Tour du Rwanda initially scheduled on February 21st to 28th. The 2021 edition is rescheduled for the month of May (from 2nd to 9th), subject to the forthcoming validation of the dates, by the Union Cycliste Internationale-UCI,” reads FERWACY statement.
Despite the suspension, FERWACY revealed that preparations for Tour du Rwanda 2021 are actively continuing.
Organizers of the upcoming Tour du Rwanda recently announced that the postponed tournament would attract the participation of 15 teams.
Tour du Rwanda 2021 will be the third since it was upgraded to Union Cycliste Internationale (UCI) 2.1 category.
Fifteen teams have been selected for the moment, from the major cycling nations of the African continent but also from worldwide experienced teams competing in major cycling events on the international calendar like the prestigious Tour de France: among them the UCI World Tour Israel Start-Up Nations the new team of Chris Froome, and the French Total-Direct Energie and B&B Hotels.
Rwanda will be represented by its National Team and with the two UCI Continental Teams Skol Adrien Cycling Academy and Benediction Cycling team.
Once again the route promises to be spectacular with long climbs on almost all stages for a total elevation of 16,347 meters. The famous Wall of Kigali and the Mount Kigali will be part of this exceptional program to make Tour du Rwanda, the most difficult race of the 2021 season.

Under the project, FERWAFA seeks to equip between four and eight playgrounds with synthetic turf.
The development was communicated to members of the federation during a general assembly held on Sunday at Lemigo Hotel.
“We first had to get the model for playgrounds to be developed, and estimate the budget to get the real design of the project. We have already issued tenders and the master plan will be available in a few days ,” said FERWAFA Secretary General, Uwayezu François Régis.
“We have written to the management of Rutsiro FC, Gicumbi FC and Espoir FC to explain their role during the development of these playgrounds. These are among first pitches identified by FERWAFA to set up modern playgrounds,” added Uwayezu.
He explained that the main purpose is to develop many playgrounds without full dependence on FIFA budget but rather get more funding from partners of these teams.
“Discussions are on good progress. FIFA is ready to provide funding by the time we will submit a complete proposal of the project,” noted Uwayezu.
The decision to develop 10 playgrounds across the country at a cost of Rwf 2 billion was taken during FERWAFA General Assembly held on 5th May 2019 in Musanze.
FERWAFA has decided to inject funds into this project to implement FIFA Forward 2.0 initiative aimed at promoting football whereby US$ 2 million (almost Rwf 2 billion) donated by FIFA will cater for the upgrading of playgrounds.
FERWAFA seeks to spend Rwf 1.96 million to cater for development of playgrounds in 2021 budget. The federation wants 40% of the budget covered by partners of selected football teams.
Rwanda Epic is an annual tournament organized Rwanda Alternative Riding Events (RAR Events). The first of its kind was held in Musanze district on from November 21 and 22nd 2020 organized in partnership with Rwanda Cycling Federation (FERWACY) and Rwanda Development Board (RDB).
Unlike this year’s edition, Rwanda Alternative Riding Events has announced that the next race will last four days from 4th to 7th November 2021. However, routes for the race have not yet been revealed.
Simon De Schutter, one of the organisers announced in November 2020 they plan to host the race in Rwanda on an annual basis and rotate in different parts of the country.
“We want to rotate in other parts of the country like Eastern and Southern Province among others,” he said.
Rwandan Epic is open to all participants from the age of 18. Previous participants were required to pay between Rwf 55,000 and Rwf 400,000 depending on desired ticket where they were accommodated are received other necessities.
Rwandan, Habimana Jean Eric from Skol Adrien Cycling Academy (SACA) team won the first edition that attracted 42 racers including men and women in the categories of professionals and amateurs.
It was supposed to last for four days, but trimmed to two because of the coronavirus pandemic.
A statement released by FERWACY today shows that the decisions is meant to adhere to COVID-19 directives.
“In a bid to adhere to new COVID-19 preventive measures, the National Cycling Championship 2020 scheduled on Saturday 19th and Sunday 20th December has been canceled,” reads the statement.
On the first day of the championship, racers in the category junior men and women would race for 25km track from Nyamata-Mbyo-Nyamata in Individual Time Trial (ITT) while men Elite and U23 would set off from Ramiro heading to Nyamata covering 41.8km.
On the second day of the championship, racers were supposed to use one of routes set for Tour du Rwanda 2021 whereby women racers would set off from Kisaro sector to cross the finishing line at Kanyinya (MAGERWA) covering 71 kilometers.
Men juniors had to set off from Rukomo in Gicumbi district heading to Kanyinya (MAGERWA) covering 90km while Men Elite&U23 had to depart Gatsata to cross the finish at Kanyinya (MAGERWA) following the track from Gatsata-Gicumbi-Base-Nyirangarama-Kanyinya covering 139km.
Rallye des Milles Collines which usually takes place in Eastern Province used to mark the end of Rallye championships calendar which was canceled due to COVID-19 pandemic.
The Saturday Rallye is organized in memory of Derrick ‘Denzel Nshuti, one of Rallye fans who passed on at the beginning of this year.
Top aces to participate in the Rallye include Giancarlo Davite who won several championships in Rwanda, A Burundian Awan Din Imitiaz, Jean Claude Gakwaya among others.
Brian Murengezi, one of organizers of Rallye des Mille Collines to take place for the 37th time has told IGIHE that eight of ten participating cars are registered to Rwanda while the remaining two are respectively registered to Burundi and Uganda.
“The race will take place in Gako of Bugesera district. Two of ten participating cars are not from Rwanda but the number might increase. The race was organized in memory of Nshuti Derrick ‘Denzel,ba late fan of Rallye,” he said.
Participants in Rallye des Milles Collines 2020 will be facing off for 104 kilometers with laps in Gako, Nemba and Gasenyi roads.
Murengezi explained that they have collaborated with relevant partners including The Ministry of Health, Ministry of Sports and the Ministry of Local Governemnt to ensure the tournament complies with COVID-19 preventive measures.
“Fans are allowed to witness the tournament so long as they respect COVID-19 health guidelines including social distancing and wearing of face mask,” he said.
The race will be preceded by motorcycles motorcade.
