Rwanda defies Spain’s judiciary validation on Gen. Karake’s arrest

{ {{Rwanda has dismissed the claim of anonymous sources attempting to validate the arrest of General Karenzi Karake, Head of Security and Intelligence.}} }

Johnston Busingye,Justice Minister and Attorney General said in a statement reserved for journalists that the arrest warrant claim is misleading, false and unlawful.He requested the source to come out of anonymity for a legal conversation on the matter.

Minister Busingye said that Gen. Karake crime conviction was transparently dismissed. “General Karake’s case in the UK crumbled on account of the Spanish Judicial Authority’s own admission that it could not discharge the burden of proof required for a decision to extradite.” He said

Minister Busingye explained that the Spanish Supreme Court on 25th September clearly ruled that it did not satisfy the requirements for trial under the Spanish Universal Jurisdiction Law. “After this Supreme Court decision the question of whether the UK notified Spain of the decision in KK’s extradition case, even if it were true, becomes moot” He said.

Gen. Karake was released on 11 August after the decision of UK courts that the arrest had no offense that could allow his prosecution both in UK and Spain.

The validation of Gen. Karenzi arrest comes after the notice of Minister Busingye focusing on the ongoing process of the matter after his release. He said that Rwanda has to be compensated over needless prosecution.

Minister Busingye expressed that much efforts are needed to bring on board the issue into discussions between both countries to be resolved.

“It’s now the moment to engage constructively. I now expect the arrest warrants to be cancelled.If not cancelled already, transmission of the investigation file to complement the one in Kigali and warm and professional collaboration between the respective Spanish and Rwandan institutions on all subsequent steps.” He explained
