On Friday, 28 June 2013, an extraordinary Cabinet meeting chaired by His Excellency the President of the Republic, Paul Kagame, convened in Village URUGWIRO.
1. The Cabinet meeting approved its earlier decisions of 12 June 2013 with minor adjustments.
2. The Cabinet meeting was briefed on the progress report on the process of establishing the University of Rwanda and requested to speed up this process.
3. The Cabinet meeting approved the sale of 8.5 ha as part of plot No 1008 of 17.4654ha located in Kigali City, Gasabo District, Kacyiru Sector, Kamutwa Cell.
4. The Cabinet meeting approved the purchase by the Government of Rwanda of a complex (Ishema Hotel) built in a registered plot No 504 of 17, 774sqm located in Mpenge Cell, Muhoza Sector, Musanze District, in the Northern Province to accommodate Rwanda National Police Senior Command and Staff Cadets at the National Police Academy.
5. The Cabinet meeting approved the revised Fleet Policy of the Government of Rwanda.
6. The Cabinet meeting approved the cessation clause implementation Strategy.
7. The Cabinet meeting approved the sale of 30% government shares in Kitabi Tea Company to Rwanda Mountain Tea (RMT).
8. The Cabinet meeting approved amendments made on the policy on tertiary education financing in Rwanda.
These amendments include the reduction of the annual tuition fees from 830, 000Rwf to 600, 000Rwf and the harmonisation of the registration and caution fees to 50, 000 Rwf.
9. The Cabinet meeting approved the draft law determining the powers, mission, organisation and functioning of the National Intelligence and Security Service.
10. The Cabinet meeting approved the following Orders:
– Prime Minister’s Order determining the Supervising Authority and Category of Rwanda Education Board (REB) and the organisation, functioning and responsibilities of its organs.
– Prime Minister’s Order withdrawing the plot No 2294 located at Nyarutarama from the State’s public Property to its Private property.

a. The Minister in charge of East African Community informed the Cabinet meeting about the outcome of the Trilateral meeting between Heads of State of the Republics of Rwanda, Kenya and Uganda held on 25th June 2013 in Entebbe, Uganda.
The meeting focused on trade facilitation and infrastructure development in the region.
b. The Minister of Sports and Culture informed the Cabinet meeting that the celebrations of Liberation Day will be held on 4th July 2013. This year’s theme is „Celebrating Africa’s Renaissance, Working towards Self-reliance“.
National celebrations will be carried out at Umudugudu level. In the framework of the preparation for this day, the army will join the population in the activities to be carried out during the “Army Week”.
A national conference on this Liberation day in light of the African Union 50 years anniversary will be organised. The Kami barracks that has recently been rehabilitated by Rwanda Defense Forces will be inaugurated and a village at Gishari, which will house approximately 150 households of vulnerable persons including people from the high risk zones and the 1994 Genocide survivors, will be visited.
c. The Minister of Public Service and Labour informed the Cabinet meeting that Rwanda will host the 35th Roundtable Conference of the African Association of Public Administration and Management planned for 11-15/11/2013 at Kigali Serena Hotel. This year’s theme is „Quality Leadership for Efficient and Effective Management of Public Service in Africa.“
d. The Minister of Natural Resources informed the Cabinet meeting that Rwanda will host the United Nations Framework Convention on Climate Change Secretariat Regional Training Workshop of Anglophone Least Developed Countries experts on adaptation to climate change to take place in Kigali on 29/07-02/08/2013.
– He also informed the Cabinet meeting that Rwanda will host the Wetland International Forum to be held in Kigali from 8th to 12th July 2013. This year’s theme is: „Wetland: Wise use, Smart Plans“.
e. The Minister of State in MININFRA in charge of Transport informed the Cabinet meeting of the outcome of the discussions held on 4th June 2013 with a Tanzanian delegation led by the Deputy Minister for Transport.
