Statement on Cabinet decisions of 24/06/2016

On Friday, 24th June 2016, an Extraordinary Cabinet Meeting chaired by His Excellency the President of the Republic, Paul Kagame, convened in Village Urugwiro.

1. The Cabinet Meeting approved minutes of previous meetings held on 2nd June 2016, on 25th May 2016 and adjustments made to minutes of the Cabinet meeting of 29 March 2016.

2. The Cabinet Meeting was briefed with Rwanda Unity and Reconciliation Barometer 2015, the Cabinet Meeting commended major achievements made so far and approved strategies proposed to address remaining challenges in this area.

3. The Cabinet Meeting was briefed about the preparations progress for the 27th Ordinary Session of the African Union Assembly, the Cabinet Meeting adopted strategies to address shortcomings identified in the just concluded international meetings held in Kigali in order to avoid repetition of the same in future.

4. The Cabinet Meeting approved the proposal for UR funding model.

5. The Cabinet Meeting approved the Prioritisation of TVET and STEM for Government study loan beneficiaries in Tertiary Education.

6. The Cabinet Meeting approved the Second Periodic Report of Rwanda on the Convention against Torture.

7. The Cabinet Meeting approved the characteristics, significance and usage of the symbols of the National Intelligence and Security Services.

8. The Cabinet Meeting approved the following Draft Laws:

Draft Law regulating the warehouse receipt system;

Draft Law approving ratification of the Protocol on Privileges and Immunities of the East African Community, approved by the EAC Head of States on 20th February 2015.

9. The Cabinet Meeting approved the following Orders:

Presidential Order establishing Rwanda Defense Force Special Statute;

Presidential Order modifying and complementing the Presidential Order No 33/01 of 03/09/2012 determining the organisation and responsibilities of each of the Military Services of Rwanda Defense Force;

Prime Minister’s Order determining Organisational Structure, Salaries and Fringe Benefits and Job Profiles for employees of the Ministry of Local Government (MINALOC);

Prime Minister’s Order transferring the land of 5,919 hectares located at Gako in Bugesera District from the State Public Domain to its Private Domain;

Prime Minister’s Order expelling Dr. Karema Corine and Mr. MUGUME Nathan, who were Division Managers in Rwanda Biomedical Center (RBC) from Public Service due to their gross misconducts;

Prime Minister’s Order granting a deliberate resignation to Mrs MUKAYIRANGA Solange, who was Director General of Education Planning in the Ministry of Education (MINEDUC);

Prime Minister’s Order granting a leave of absence for non-specific period to Mr. NIYITEGEKA Jean Pierre, who was Director of Social and Governance Affairs in the Ministry of East African Community (MINEAC);

Prime Minister’s Order granting a leave of absence for non-specific period to Mr. NTAGANDA N. Félix, who was Civil Litigation Analyst/Senior State Attorney in the Ministry of Justice (MINIJUST);

Prime Minister’s Order granting a leave of absence for non-specific period to Mr. GAHAMANYI Vincent, who was Director of VUP Unit in the Local Administrative Entities Development Agency (LODA);

Prime Minister’s Order appointing Prosecutors at Intemediate Level. These are:

10. The Cabinet Meeting approved the agrément of proposed Ambassadors/High Commissioners designated to represent their respective countries in Rwanda.

14. In AOB:

a) The Minister of Finance and Economic Planning informed the Cabinet Meeting that:

The Launch of Rwanda National Investment Trust ITERAMBERE Fund. This is an investment management company established to promote and manage funds with a view to encourage savings for investment. The proposed date for the launch of Rwanda National Investment Trust ITERAMBERE fund is 30th June 2016. It is a collective investment scheme which will pool money from various investors into the fund managed by RNIT as the Investment Manager on the Capital and Financial Market.

Rwanda won the AFROSAI-E Prize for the best performance Audit Report 2015. For the year 2015, twelve reports from seven countries (Rwanda inclusive) were submitted to AFROSAI-E for competition and Rwanda was the winner.

Rwanda will host the Africa Trade Insurance Annual Meeting from 27th -29th June, 2016.

b) The Minister of Natural Resources informed the Cabinet Meeting that Rwanda will host the 8th edition of Africa Carbon Forum (ACF) on 28th-30th June, 2016.

c) The Minister of Sport and Culture informed the Cabinet Meeting that MINISPOC in collaboration with other stakeholders is organising a cerebration of “Umuganura” from 1st August 2016 to 5th August 2016. At National level, the celebration will take place on 5th August 2016 in Nyanza District. In the same period, the Festival African Dance (FESPAD) will be taking place here in Rwanda. A number of activities are planned including: Carnival in different roads of the City of Kigali; exhibitions; FESPAD- launch; consultative meeting (Symposium)-on the role of culture in the development of a Nation.

d) The Minister of Agriculture and Animal Resources informed the Cabinet Meeting that some parts of the country (Gakenke, Ngororero and Muhanga) experienced heavy rains followed by floods and landslides causing loss of lives and property while others especially, Kayonza, Nyagatare, Kirehe and Ngoma districts experienced heavy droughts from September, 2015 to February, 2016. Affected households in Gakenke, Ngororero & Muhanga were relocated and provided with shelter and food. For the drought hit areas, households were provided with food assistance.

e) The Minister of Youth and ICT informed the Cabinet Meeting that Intore z’Inkomezamihigo made up of youth leaders at different levels have been undergoing Itorero training from 13th June 2016 in the Southern Province in Huye District. The training is aimed at building capacity and imparting knowledge to youth leaders, especially enhancing their mindset, nurturing the culture of patriotism, increasing their contribution to good governance, upholding home-grown solutions and taking advantage of opportunities and platforms given to them by the Government so as to prosper and become change agents in their communities. This year’s training has brought together 1760 youth aged between 16 and 30 including 604 female participants and 1,156 male participants from all Provinces and the City of Kigali. The participants are youth representatives who were elected on 4th March 2016 at District and Sector levels.

f) The Minister of State in charge of Community Development and Social Affairs in MINALOC informed the Cabinet Meeting that MINALOC, in collaboration with Rwanda Social Security Board (RSSB) is carrying out a countrywide community mobilization campaign to sensitive people to pay CBHI contributions for 2016/17 in time. The campaign started on 1st June and will end on 30th September 2016. Its official launching will be held on Saturday, 25th June, 2016 after community work (Umuganda). During the launch, each District will reward the best performing Sector in terms of CBHI contributions for 2015/2016.

The Cabinet Meeting took the opportunity to urge leaders at all levels to sensitise the population to expedite payment of CBHI contributions for 2016/2017 during the community work to be held on 25/06/2016.
