Statement on Cabinet Decisions of 19/02/2016

On Friday, 19th February 2016, an extraordinary Cabinet Meeting chaired by His
Excellency the President of the Republic, Paul KAGAME, convened in Village
URUGWIRO.

The Cabinet Meeting welcomed the good organization of local government authorities
elections held on 8th February 2016 and called upon Rwandans to also take part in the elections for the general members of the District Councils and Women Candidates to be held on 22nd February 2016.

1. The Cabinet Meeting approved minutes of previous meeting of 18th January 2016.

2. The Cabinet Meeting was briefed about the progress of preparations for the 13th
National Leadership Retreat.

3. The Cabinet Meeting approved the Aircraft Accident Investigation Policies and
Procedures Manual.

4. The Cabinet Meeting was briefed about the 22nd Commemoration of the Genocide
against Tutsi and provided guidance thereof.

5. The Cabinet Meeting approved the Doing Business Action Plan 2017.

6. The Cabinet Meeting approved the following Draft Laws:

– Draft Law approving the loan Agreement signed in Khartoum, Sudan on 24 November 2015, between the Republic of Rwanda and the ARAB Bank for Economic Development in Africa (BADEA), relating to the loan of Fifteen

Million American Dollars (USD 15,000,000) for the Nyagatare-Rukomo-Byumba Base
Road Project, Lot 1: Nyagatare-Rukomo.

– Draft Law approving the loan Agreement nº929 signed in Kigali, Rwanda on 09
December 2015, between the Republic of Rwanda and Kuwait Fund for ARAB Economic Development, relating to the loan of Four Million Five Hundred Thousand Kuwait Dinars (K.D 4,500,000) for the Nyagatare-Rukomo Road Project.

– Draft Law approving the loan Agreement nº11/649 signed in Kigali, Rwanda on 29th December 2015, between the Republic of Rwanda and Saudi Fund for Development, relating to the loan of Fifty Six Million Two Hundred Fifty Thousand Saudi Riyals (SAD 56,250,000) for the construction of NyagatareByumba-Base Road Project.

– Draft Law approving the financing Agreement nº5754-RW signed in Kigali, Rwanda on 31 December 2015, between the Republic of Rwanda and the International Development Association (IDA), relating to the credit of sixty seven million, seven hundred thousand Special Drawing Rights (SDR 67,700,000) for the Rwanda Electricity Sector Strengthening Project.

– Draft Law approving the cooperation Agreement on the transfer of sentenced prisoners/offenders between Northern Corridor Integration Projects’ Country Members, signed in Bugesera, Rwanda on 20/11/2015.

– Draft Law approving the cooperation Agreement combating terrorism, transnational crimes and violent extremism between Northern Corridor Integration Projects’ Country Members, signed in Nairobi, Kenya on 06/10/2015.

– Draft Law approving the Protocol on the free movement of persons, labour services and right of establishment and residence within the COMESA member Countries signed by Rwanda, in Kampala, Uganda on 8/6/2004.

– Draft Law modifying and complementing the Law No 53/2011 of 14/12/2011 establishing Rwanda Civil Aviation Authority (RCAA), and determining its mission, organization and functioning.

9. In AOB:

a) The Minister of Natural Resources informed the Cabinet Meeting that
Rwanda’s application to host Future Earth Africa Regional Office in Kigali was
successful. Future Earth is a major International Research Platform that brings
together a global network of scientific projects working across the natural and
social sciences on critical global change and sustainability issues.

b) The Minister of Education informed the Cabinet Meeting that the 6th Summit
of the Inter-Country Quality Node on Teaching and Learning (ICQN TL) was
launched in Kigali on 18/02/2016 in Hotel des Mille Collines.

The summit focused on three major educational areas, namely: a) addressing issues of quality teaching and learning and learning materials,

b) integration of ICT in teaching and learning and c) promoting appropriate learner assessment mechanisms to monitor the teaching and learning outcomes and processes.

c) The Minister of Sports and Culture informed the Cabinet Meeting that:
– The Orange Africa Nations Championship commonly referred to as CHAN
that was held in Rwanda from January 16th to February 7th, 2016 was

successfully organized. The organisation of CHAN was greatly appreciated
by nationals and foreigners who took part in it.

– The International Mother Language Day (Umunsi Mpuzamahanga w’Ururimi Kavukire) shall be celebrated for the 13th time on 21/02/2016 in Kigali, at “Petit Stade” of Remera. This year’s theme is “Ikinyarwanda kinoze, ishingiro ry’uburere n’ubumenyi”. A 2 week campaign has beenrunning whereby exhibitions and related to the promotion of Kinyarwanda were held countrywide.

d) The Minister of Health informed the Cabinet Meeting that Rwanda will host the Africa Network for Influenza Surveillance and Epidemiology (ANISE) meeting from 7th -11th March 2016 at Serena Hotel.

e) The Minister of State in the Ministry of Agriculture and Animal Resources in charge of Agriculture informed the Cabinet Meeting that the cropping season 2016A started with mobilization and launching campaigns on using inputs, Twigire Muhinzi extension model and addressing agricultural productivity challenges. Despite challenges due to poor rainfall and disasters in some parts of the country, in many other Districts harvest was satisfactory and measures were put in place to ensure access to market and minimize post-harvest losses.

For the season 2016B, efforts for the success of the agricultural season will be mainly directed towards timely availability of quality seeds and fertilizers through agro dealership network.
