Statement on Cabinet Decisions of 18/01/2016

{On Monday, 18th January 2016, an extraordinary Cabinet Meeting chaired by His Excellency the President of the Republic, Paul Kagame, convened in Village Urugwiro.}

1. The Cabinet Meeting approved minutes of previous meeting of 16th December 2015.

2. The Cabinet Meeting was briefed about Government projects’ performance for the year ended 2014/2015 and for the 1st Quarter 2015/2016; the Cabinet Meeting commended remarkable progress made and requested to step up efforts to fasttrack projects which are still in the pipeline.

3. The Cabinet Meeting was briefed about the East African Community Ministers’ Council negotiations regarding admission of South Sudan into EAC, a decision thereof will be made by EAC Heads of State Summit.

4. The Cabinet Meeting was briefed about a Business Plan of Muhabura Multichoice Ltd, a joint venture between the Government of Rwanda represented by RCS, BRD and KUBUMWE Entreprises; the Cabinet Meeting requested that all the requirements be expeditiously fulfilled for the operationalisation of Muhabura Multichoice Ltd.

5. The Cabinet Meeting was briefed about preparations for National Heroes Day 2016. This year’s theme is “Strive for Heroism: Build a better future”. Celebrations will be held at Village level. The Cabinet meeting requested all Rwandans to participate in this event.

6. The Cabinet Meeting approved that a symbol be erected at Nyange Secondary School in remembrance of heroism demonstrated by students who succumbed there after refusing to divide themselves as they were asked to by infiltrators harbouring genocide ideology, so that this history of their heroism continues to be remembered.

7. The Cabinet Meeting approved partnership agreement between Government of Rwanda and University of Global Health Equity.

8. The Cabinet Meeting approved restructuring of responsibilities of National Agricultural Export Development Board (NAEB) to include responsibilities of supporting and facilitating agricultural private operators.

9. The Cabinet Meeting approved 8 Micro Hydropower Projects Concession Agreements, namely: Nyundo, Rwaza-Muko, Rubagabaga, Giciye II, Nyirantaruko, Muhembe and Nyirahindwe I&II.

10. The Cabinet Meeting approved agreement between the Government of Rwanda and Ignite Power Ltd for the implementation of a rural off grid standalone solar systems electrification project.

11. The Cabinet Meeting approved the following Draft Laws:

Draft Law modifying and complementing the Law no 33/2015 of 30/06/2015 determining the State Finances for 2015/2016 fiscal year;
Draft Law governing income tax.

12. The Cabinet Meeting approved the following Orders:

Presidential Order determining the functioning and the powers of the Registrar of land titles;

Prime Minister’s Order authorising the allocation of public land in private domain and plot no 2294 located in Kibariro II Village, Nyarutarama Cell, Remera Sector, Gasabo District, Kigali City to Century Park Hotel and Residences Ltd for investment;

Prime Minister’s Order determining Modalities for Training of Public Servants;
Prime Minister’s Order granting a leave of absence for non-specific period to Mr. MALAALA Aimable, who was Civil Litigation Service Division Manager/Senior State Attorney in Ministry of Justice (MINIJUST);

Prime Minister’s Order expelling Mr. TUYIZERE Straton, who was a Director of Procurement Unit in Rwanda Transport Development Agency (RTDA);
13. In AoBs:

The Minister of Local Government informed the Cabinet Meeting that the country is getting prepared for local government elections scheduled in February and March 2016.

As per law, elected leaders who took office in early March 2011, will leave office on 29th January 2016. Leaders to be elected in both local and special councils, include District Executive Committees, Councilors and Councilors of the City of Kigali, the National Women’s Council, the National Youth Council and the Council of people with disabilities as well as Village (Umudugudu) Executive Committees.

The Cabinet Meeting called upon all Rwandans of voting age to take part in these local government elections.
