Statement on Cabinet Decisions of 16.12.2015

{On Wednesday, 16th December 2015, a Cabinet Meeting chaired by His Excellency the President of the Republic, Paul KAGAME, convened in Village URUGWIRO.}

The Cabinet Meeting recalled that on Friday, 18th December 2015, a Referendum on the 2015 Revised Constitution of the Republic of Rwanda of 04 June 2003 will be held by Rwandans casting their votes in Rwanda. The Cabinet Meeting invited all Rwandan citizens at the age of voting to cast their votes.

1. The Cabinet Meeting approved minutes of previous meeting of 08 December 2015, after minor adjustments.

2. The Cabinet Meeting was briefed about the progress made in establishing a long-term saving scheme for all Rwandan citizens, and the Cabinet Meeting requested to fasttrack pending activities.

3. The Cabinet Meeting approved adjustments made to the Presidential Order determining Modalities for Recruitment, Appointment and Nomination of Public Servants.

4. The Cabinet Meeting was briefed about the issue of Malaria in many Districts of the Country, the Cabinet Meeting requested that strategies to fight against it be implemented as soon as possible.

5. The Cabinet Meeting was briefed about Rwanda’s Report on MDGs Implementation Status, lessons learnt and Domestication of SDGs, the Cabinet Meeting approved the report.

6. The Cabinet Meeting was briefed about the progress made on negotiations about the Power Purchase and Concession Agreements between the Government of Rwanda and Hakan Madencilik Ve Elektrik Uretim San. Tic. A.S for 80MW Peat Power Project. The Cabinet Meeting approved to conclude these Agreements with the Investor.

7. The Cabinet Meeting was briefed about progress made in the Restructuring of the National Public Transport Authority (ONATRACOM), the Cabinet Meeting approved the establishment of a joint venture between the Government of Rwanda and a Private Investor on public transport.

8. The Cabinet Meeting was briefed about progress made to negotiations about agreement on leasing of public irrigation infrastructures and sub-leasing of privately owned land on which public irrigation infrastructures are installed: Cases of Matimba and Kagitumba Irrigation Schemes in Nyagatare District. The Cabinet Meeting approved the Agreement in order to increase agricultural productivity.

9. The Cabinet Meeting approved the following Draft Laws:

Draft Law establishing the mission, organization and functioning of the National Youth Council.
Draft Law authorizing the ratification of the African Charter on Values and Principles of Public Service and Administration adopted in Addis Ababa, Ethiopia, on 31/01/2011.
Draft Law repealing Law nº 53/2013 of 28/06/2013 establishing National Public Transport Authority (ONATRACOM) and determining its mission, organization and functioning.

10. The Cabinet Meeting approved the following Orders:

– Presidential Order establishing sitting allowances for Board Members within National Commissions, Specialized Organs, National Councils and Public Institutions;

– Prime Minister’s Order appointing national prosecutors in the Office of Ombudsman. These are:

11. The Cabinet Meeting made the following appointments:

12. In AoB:

The Minister of Education informed the Cabinet Meeting that as part of the World Bank Strategy to support establishment of Eastern and Southern Africa Higher Education Centers of Excellence, Rwanda has been selected to be Eastern and Southern Africa Higher Education Headquarter for Centers of Excellence. Under this project, all 6 proposals submitted by Rwanda were ranked in the top 22 proposals to be funded by World Bank. These are:

UR-CST: ACE in Internet of Things (ACEIoT);
UR-CST: ACE in Energy for Sustainable Development (ACEESD);
UR-CBE: ACE for Data Science (ACE – DS).
UR-CST: ACE in Transport and Logistics (ACETraLogi);
UR-CE: ACE in Innovative Teaching and Learning Mathematics and Science (ACEITLMS);
UR-CAVM: ACE for Sustainable Agricultural Land Use and Management (ACESALUM).

The first three proposals have been included in the first top priority projects to be funded by World Bank.
