On Friday, 22nd February 2013, a Cabinet Meeting was convened in Village URUGWIRO and chaired by the President of the Republic, H.E. Paul KAGAME.
1. The Cabinet meeting approved its earlier decisions of 06/02/2013, with minor adjustments.
2. The Cabinet meeting was briefed on and approved strategies for King Faisal Hospital Recovery Plan to make it a centre of excellence in the region.
3. The Cabinet meeting approved sustainable strategies on how to ensure quality in tertiary education and the students financing to meet their various educational needs, after some improvements.
4. The Cabinet meeting approved the following draft laws:
– Draft Organic Law repealing Organic Law nº 01/2010/OL of 09/06/2010 establishing the National Law Reform Commission;
– Draft Organic Law repealing Organic Law nº 11/2007 of 16/03/2007 concerning transfer of cases to the Republic of Rwanda from the International Criminal Tribunal for Rwanda and from other States as amended and completed to date;
– Draft Organic Law modifying and complementing organic Law no 31/2007 of 25/07/2007 relating to the abolition of the death penalty;
– Draft Law concerning transfer of cases to the Republic of Rwanda from the International Criminal Tribunal for Rwanda and from other States;
– Draft Law establishing the Rwanda Law Reform Commission and determining its mission, organization and functioning.
– Draft Law establishing the University Teaching Hospital (UTH) and determining its mission, organization and functioning.
5. The Cabinet meeting approved the following orders:
– Prime Minister’s Order withdrawing a plot of land located in Butare Cell, Ngoma Sector, Huye District, Southern Province, from the State’s public property to its private property;
– Prime Ministers’ Order transferring the land of Bugesera Industrial Park from State’s public domain to its private domain;
6. The Cabinet meeting approved the appointment and transfer of employees at the level of Director in public institutions from one working place to another inside the country.
7. The Cabinet Meeting made the following appointments:
a) In the Ombudsman’s Office’s
– Mrs. KANZAYIRE Bernadette: Deputy Ombudsman in charge of Preventing and Fighting Injustice;
– Mr. MUSANGABATWARE Clement : Deputy Ombudsman in charge of Preventing and Fighting Corruption and Related Offences.
b) In the National Commission for Human Rights

a) The Minister of Sports and Culture informed the Cabinet meeting that Rwanda will host the 8th Biennial Pan African Dance Festival (FESPAD) from 23rd February to 2nd March 2013 in Kigali City and all Provinces.
The theme of the festival is “The Spirit of Expression”.
b) The Minister for Cabinet Affairs as acting Minister for the Ministry of Gender and Family Promotion informed the Cabinet meeting that the International Women’s Day will be celebrated on 8th March 2013, in all the Districts at the Village level under the theme “Gender Equality that promotes family’s dignity”.
At that occasion, there will be the launch at the National level of a Women and Girls’ Month Campaign in Musanze District. This campaign will be closed in Gasabo District, Kigali City on 5th April 2013.
c) The Minister of Public Service and Labour informed the Cabinet meeting that Rwanda will host a regional conference organized by the African Association of Public Administration and Management from the 20th to 22nd May 2013.
The conference’s theme is “Africa in a Post-Crisis Global Economy: The Role of African Public Administration in Africa’s Transformation”.
d) The Minister of Trade and Industry informed the Cabinet meeting that as part of the Public-Private Partnership, the Rwanda Development Board (RDB) in a joint venture with African Parks Network (APN) achieved significant productivity through the sound management of the Akagera National Park by registering a tremendous increase in tourism revenues.
To ensure sustained increase in tourism revenues, the strategies to attract tourists include restocking the park with wildlife species, developing infrastructures and fighting against poachers.
e) The Minister of Education informed the Cabinet Meeting that a national consultative meeting will be held in Kigali from 26 to 27 February 2013 on methods used by other countries in school feeding program for malnourished children.
The meeting was organized by Rwanda in collaboration with Brazil through the WFP’s Centre of Excellence against Hunger.
f) The Minister of Local Government informed the Cabinet meeting on how residents of Nyamagabe and Nyaruguru Districts appreciated the visit by H.E. the President of the Republic.
He further informed Cabinet meeting of the significant progress achieved. The Cabinet meeting requested all those concerned to speed up honoring promises H.E. the President of the Republic made to Rwandan citizens.
g) The Minister in Charge of East African Community informed the Cabinet meeting that from 21st to 23rd February 2013 in Kigali will be held a conference bringing together Ministers of Finance, those of Justice, East African Community and Governors of Central Banks of EAC member States.
These Ministers and Governors will review together the progress already made in the negotiations on the use of the Single Currency within EAC Member Countries.
