{The 2014 national dialogue (Umushyikirano) recommended the expansion of six towns into secondary cities, a decision which has not been implemented yet due to inadequate funds while other performance contracts were accomplished to the tune of 80% and 100%.}
This was revealed by Minister in the Office of the President, Tugireyezu Venantie and Minister of Local Government Francis Kaboneka during a talk show held on Rwanda Television yesterday, where they demonstrated how performance contracts of the 12th national dialogue were fulfilled and the efforts behind such performance.
A total of 17 recommendations of the 12th national dialogue were implemented a percentage ranging from 80% and 100%, one performance contract was not fulfilled over inadequate financial means while 2 were executed to the percentage ranging from 50% to 80%.
‘The decision of upgrading six secondary cities was not fulfilled effectively,” said minister Tugireyezu Venantie, citing financial hurdles.
Minister Kaboneka, on his part, explained that despite the delay in upgrading the towns of Rusizi, Musanze, Rubavu, Huye, Muhanga and Nyagatare, some efforts have been expended in designing and demarcating areas where infrastructures and industries will be constructed.
“We have earmarked some money, we hope to build roads in the next budget even though the cash is inadequate,” said Kaboneka.
The national dialogue (Umushyikirano) was launched to involve citizens in the development of the country, realize Vision 2020and other national development aspirations.
