Rwanda, Netherlands Sign RwF 4.3 billion to scale up electricity access

{The Government of Rwanda and the Kingdom of Netherlands today signed a € 5 million (approximately RwF 4.3 billion) to finance the third Energy Access and Roll out Program (EARP3).
}

EARP3 objective is to improve access to reliable and cost effective electricity services for households and priority public institutions, namely Schools, health centers and administration units.

Speaking after the signing event, the Minister of Finance and Economic Planning Claver Gatete pointed out that access to electricity is one of the priority areas that government has identified under the Second Economic Development and Poverty Reduction Strategy (EDPRS2).

“This support is expected to provide 6,500 new connections that will scale up the electrification of households, public institutions and administrative offices,” Minister Gatete Said.

The Ambassador of Netherland to Rwanda Leoni Cuelenaere said that access to electricity is very important if Rwanda is to sustain its development ambitions.

“For Rwanda to keep the pace of Development attract private sector it requires that there be substantial energy and we hope this support will contribute towards increasing access to electricity,” Ambassador Cuelenaere said.

The project is set to be completed by 30 April 2015.

In 2005, the Government of Rwanda and the Government of Netherlands signed a Memorandum of Understanding which set out the basis for development partnership and provided a framework for mutual dialogue and accountability.

The current Netherlands Development Program with Rwanda is anchored on the Third Multi-Annual Strategic Plan (MASP-3) with a total of €239 Million covering 5 years (2013-2017). This support is divided into support that goes to Government, private sector and non-governmental organizations.

Under the support that goes to government, the Netherlands funds are allocated to the Private Sector Development and Youth Employment, Justice Reconciliation Law and Order; Decentralization, Water and Sanitation as well as the Energy
