Rwanda and ILO discuss productive employment

{The International Labor Organization (ILO) regional director Alexio Musindo on Friday September 12, 2014 paid a courtesy call to the Ministry of Finance and Economic Planning as part of his week-long visit in the country.}

The meeting focused on the strategic issues concerning opportunities to accelerate social and economic transformation in Rwanda with a focus promoting productive employment and poverty reduction.

In particular, the meeting discussed commissioning of studies on district jobs estimation and the role macroeconomic and fiscal contribution in promoting more and better jobs.

“We need to understand the number of jobs that can be created at the district level to determine whether they add up to our annual targets and whether they will achieve below 20% poverty levels targeted by 2020,” Dr. Uzziel Ndagijimana, the Minister of State for Economic Planning said.

“We expect these studies to indicate how many jobs are needed, how they will be created, whether they are enough and constraints to their creation such as access to finance and skills among others,” Mr. Musindo pointed out.

The research will be piloted in six districts and later expanded to cover the entire country.

Under the second Economic and Poverty Reduction Strategy, Rwanda looks to create two hundred thousand off farm jobs annually and reduce poverty levels to below 20% by 2020. Government has already designed a National Employment Plan, a strategy that will facilitate the creation of the jobs.

ILO is a Non-Resident Agency in Rwanda, with its offices located in United Nations Development Program (UNDP) premises. ILO has implemented a number of projects in Rwanda since 2004 spurning from the prevention and reintegration of children from armed conflict and child labour, employment promotion, social protection, employment and entrepreneurship as well as labour relations.
