RCS retreat focuses on improving inmates’ welfare, curbing escapes

The 3rd edition of the two-day retreat started on Tuesday in Bugesera District of Eastern Province.

Speaking at the opening of the retreat, the RCS Commissioner General, CGP George Rwigamba said that this edition will discuss ways of improving welfare of inmates and that of prison warders.

“The most crucial subjects we are discussing include harmonizing the budget for inmates management, their welfare and that of prison warders,” he said.

“We are assessing our budget and identify priority activities including equipment and human resource and see how we can increase production from prison’s activities to support government budget allocated to this institution,” he said.

Rwigamba said that the retreat will discuss ways of curbing the problem of prison breaks.

“Measures are always taken, but inmates always think of new mechanisms to escape. Fortunately, some of them are transforming into good people. Those who still harbour thoughts of breaking the prison, will have their plans frozen,” he said.

On the agenda of the retreat, officials will also discuss ways to work professionally and abiding by international laws regulating handling of inmates.
