A Gambian, Hassan Bubacar Jallow who was a prosecutor at International Criminal Tribunal for Rwanda (ICTR) has bid farewell to the government of Rwanda and commended the collaboration in pursuing genocide suspects within 12 years he has been working for the tribunal.
ICTR has left eight incomplete cases handed over to Rwanda for action among whom are; Ladislas Ntaganzwa, Kabuga, Mpiranya and Bizimana.
Some intelligence reports say Kabuga is in Kenya but Bubacar Jallow said that there is a lot being done in investigating Kabuga whereabouts which he can’t reveal to the press. “There are a lot of things being undertaken in secrecy to follow up Kabuga. Tracking fugitives is carried out in Africa and other parts of the world to arrest genocide suspects so they can face justice,” he said.
ICTR has held trials of 93 people over the period of 21 years of operation, 61 of who were convicted of genocide crimes, 14 proven innocent while others have appealed.
In a to Rwanda yesterday, Bubacar Jallow said that he came to congratulate president Paul Kagame, the government of Rwanda and Rwandans in general over their contribution and collaboration supporting ICTR.
He also revealed that ICTR has done a lot and left a lesson which the World can emulate.
“The court has done a lot but the most important to note is the role of international criminal court in solving cases national courts are unable to try. However, the international criminal court doesn’t pursue whoever which stressed the need to increase the capacity of national courts to extend the handling of various cases,” he said.
The Minister of Justice, Johnson Busingye said that ICTR has done a lot in strengthening capacities of Rwanda judicial system.
Busingye revealed that Rwanda was satisfied with achievements of Bubacar Jallow as a black man and a friend of justice.
“We are glad with the way we collaborated with Bubacar Jallow especially on behalf of the Republic’s prosecution and we hope a good partnership with a person who will replace him,” he said.
Busingye said that Bubacar Jallow lead the delegation of prosecutors who won 61 cases adding that he followed up the referral of trials to Rwanda and make sure the capacity of Rwandan justice is strengthened.
