Public service recruitment on merit – Murekezi

{The Prime Minister, Anastase Murekezi has said that the government has made reforms in job recruitment where interviews are recorded either in audios or videos while written and oral interviews carry the same percentage which, he said, is intended to reduce favoritism in government recruitment process. }

He has said this yesterday as he delivered a talk on the management of human resources in government institutions to both chambers of the parliament.

Murekezi said that the presidential order of July 2011 granting recruitment process brought many reforms.

“Recording voices and videos changed Rwandans’ mindsets on job entry exams for government employees. Today, favoritism has scaled down. Recruitments are based on merit,” he said.

Murekezi said that a job applicant not satisfied with results has rights to appeal to the Public Service Commission to review the recorded videos, audios and written exams to make decision. These commissions have received 1695 cases regarding unclear recruitment process and were all transparently solved.

Research has indicated that 70.9% of Rwandan citizens are satisfied with the process of recruitment in government institutions raised from 67% in 2012/13 and 63.1% in 2011/12.

The seven-year government plan targets 80% of job recruitment satisfaction by 2017-18.
