President Kagame directs on bursaries

{President Paul Kagame has directed parties charged with the responsibility of administering bursaries to do all that is possible to address the discrepancies therewith and ensure the matter is successfully settled.

Kagame made the directive today on the second day of the 13th national dialogue held in Kigali after a participant requested government to address delays and other associated hurdles.

In October 2015, the ministry of education and signed MoUs with Rwanda Development Bank (BRD) for the latter to administer and transfer funds for bursaries to students’ accounts and recover the loan from graduated students.

President Kagame said the matter has been coming up for several times in different forums and therefore should be addressed once and for all. He then directed the ministry of education, ministry of finance and BRD to expeditiously handle the issue.

The minister of education, Dr. Papias Musafili, acknowledge some delays in streamlining the bursaries’ administration but new arrangements have been put in place to make things fall in place, in collaboration with BRD. He promised that the matter will be solved not later than January, 2016.

“From January 2016 new systems will be adopted. We will collaborate with the ministry of finance and economic planning to deliver the bursary on time,” said Dr. Papias.

President Kagame said that bursary issues need to be addressed for good.
“I want the bursaries matter to be pragmatically addressed; never to be raised again in this meeting. You talk about efforts made but the matter is still there. Students have raised the same issues before. How do you think they survive?” he asked.

The minister of finance and economic planning Ambassador Gatete Claver promised that the matter will be addressed permanently.
