Premier Murekezi explains why four resolutions of 13th National Dialogue were not executed well

{The Prime Minister, Anastase Murekezi has said that nine resolutions of previous 13th National Dialogue were well executed while four others were not implemented to desired levels. }

Murekezi has presented the report on the execution of last year’s resolutions as the 14th National Dialogue kicked off at Kigali Convention Center attended by 2000 participants.

The National Dialogue will last two days.

Minister Murekezi explained that nine resolutions, equivalent of69.2 % were executed above 80% while remaining four others of about 30.8% were executed between 50- and 80% over various reasons.

Some of the resolutions not executed well include: maintaining achievements of Gacaca courts and preserving more evidence of the 1994 genocide against Tutsi like genocide memorials, writing history of the 1994 genocide against Tutsi to strengthen Rwandans unity.

Premier Murekezi explained that 123 271 bodies were maintained in various genocide memorials of Nyarubuye, Murambi, Nyamata, Ntarama, Kibungo, Ruhango and Kinazi along with clothes of victims and traditional arms used during the genocide.

The achievements include building structures sheltering remains of genocide victims from Murambi and Ntarama memorials , carrying out research on genocide against Tutsi that lived in former Gisenyi province and research on genocide ideology in Rwanda between 1995 and 2015 along with 8 million pages amidst 60 million documents of Gacaca court kept electronically.

“In general, all activities of keeping well Gacaca files including placing them in modern stores and electronically stand at 37% while other activities are being carried out. We believe that all activities will have been completed by next financial year, “said Murekezi.

The other resolution not implemented well is related to improving good service delivery to citizens among public and private bodies.

Premier Murekezi explained that the research on citizens satisfaction in 2016 indicated that 59.2 % of citizens are satisfied with Girinka program services, 63.5% are satisfied with community work but recommend to improve it though people participating in the community work are beyond 95%.

“The performance is low because we have pledged to have 85% of citizens’ satisfaction with service delivery at the end of EDPRS II in 2018. That is why we have to put in much effort in delivering good services among public, private institutions and non governmental institutions,” he said.

The other resolution relates to prevention of Malaria which increased in some districts of the country.

Premier Murekezi explained that several efforts were made to combat Malaria applying pesticides in 853 457 households in Nyagatare, Gatsibo, Bugesera and Gisagara as districts most exposed to mosquitoes.

“A total of 3 973 406 mosquito nets were distributed and the process continues. Malaria patients from the first and second Ubudehe category are treated for free,” he said.

The other resolution not executed well is regards the construction of the 2 kilometers road leading to Kabaya health center in Ngororero district , and moving fast the study plan of the road Cyanika-Musanze-Ngororero, launching construction of the road Ngoma-Bugesera-Nyanza among other feeder roads connecting districts.

“The road to Kabaya health center and another Nyakinama-Musanze road were completed. The study plan of the road Cyanika-Musanze-Ngororero was made, but still seeking money for construction. The money to build Ngoma-Bugesera-Nyanza road has not yet been found in full and agreements between donors of the money and constructors is under process to start the road not later than July2017,” said Murekezi.
