Police cracks down on fraudsters in Nyamagabe

{Residents of Nyamagabe District have been asked to shun illegal gambling activities all kinds of deceitful or dishonest means of getting quick money.}

The call follows the arrest of four men, who allegedly run a scam in form of gambling to defraud residents.

Police identified the suspects as: Charles Bizimana, Ezekias Hagenimana, Patrick Rukundo and Frank Mugisha. They are currently detained at Tare Police Station.

The Southern Province Police spokesperson, Chief Inspector of Police (CIP) Andre Hakizimana said the suspect could lure people into some illegal betting games as they assured them that they could win a lot of money only if they invested some little amount or any belonging, into that form of gambling.

CIP Hakizimana explained that, “the swindlers apparently used very small objects painted in different colors; they would lay all these objects on the ground and would ask residents to pay some money and they would double the money if a person picked up a luck object.”
He also said the fraudsters would ask residents to also bet properties like cell phones and bicycles.
“Some members of this racket were guising as residents would come and place the money on lucky objects as they pretended that they had won money or bicycle, they kept luring more people to stake their money in the game,” said Hakizimana.

He said, shortly after arresting the suspects, Police in the district received complaints from five people claiming that they had lost their money to the fraudsters.

CIP Hakizimana appealed to residents to be cautious of such scams and warned that there are risks involved in trying to get easy money.

He further called upon other people that might still be involved in fraudulent dealing to refrain from such malpractices and instead invest their money into legal and profitable business ventures.

Article 318 of the Rwandan Penal Code stipulates that, any person who, intentionally obtains a property belonging to another person fraudulently or by using false names or qualities, to give rise to hope or fear of harm and obtains a part or whole of a fortune shall be liable to a term of imprisonment of three to five years and a fine between Rwf3, 000,000 and Rwf5, 000,000.
