{Rwanda National Police (RNP) has cleared the air on a leaked video making rounds on social networks, of a man and a woman who were caught late last month allegedly committing adultery in Kigarama sector of Kicukiro District.}
On January 29 at about 11:00pm, RNP enforced the law under articles 244 and 245 of the Rwanda penal code following a complaint to Police in Nyarugenge District filed by one Jacob Mulindangabo, accusing his wife of infidelity.
Police spokesperson, Chief Supt. Celestin Twahirwa, said: “During the implementation of the law, it is understood that a member of the family, who led Police to where the alleged crime of adultery was being committed, took a video with a phone without Police noticing, presumably to collect evidence.”
He added: “The Criminal Investigation Department (CID) has since launched investigations to ascertain the circumstances under which this case was handled and so far, a number of people including family members and a Police officer who conducted the operation have been questioned.”
He explained that a member of the family, apparently who took the video confessed doing so during investigations.
“In implementation of Police Code of Conduct, a Police officer, who conducts an operation with negligence and in unprofessional or any other undesirable manner, faces disciplinary sanctions, a reason as to why RNP introduced a hotline – 3511 – to report abuse by a Police officer. It is in this regard that the Police officer in question, who handled this case, has been penalized,” CSP Twahirwa explained.
He appealed to the general public to always refrain from spreading or taking such videos and photos without authorisation, which is also against the law as stipulated under articles 281, 286 and 539 of the penal code.
He said that Police will ensure that justice is served, but urged the public to desist from speculations and unfound comments, instead report or provide timely information on any injustice or criminal acts.
