The motorcyclists were mainly charged with violation of traffic rules, where some had no insurance and helmets for their motors, poor parking and broken indicating lights on their motorcycles.
They are now being held at Kabarondo Police station. Motorcycles in Rwanda still stand as the common cause of reported road accidents and deaths.
Among the 31 loiterers, there were also foreigners; four Burundians and one Ugandan with no identity documents.
Others arrested were children wandering and adults who were found engaged in gambling games. They are now detained at Rukara Transit centre.
According to the Eastern Region Police Spokesperson, Supt. Christopher Semuhungu, the detainees will be trained and later released back to their families or taken to Gitagata rehabilitation centre depending on their ages.
“Foreigners living in the area without legal immigration documents will be transported back to their native countries and we are working on that with the help of their authorities from their governments,” he added.
