PM Murekezi Launches Maiden Police Book

{{The Prime Minister Anastase Murekezi, on July 31, presided over the official launch of the maiden book on policing in the country and lauded the Rwanda National Police for documenting Rwanda’s policing history.}}

The 260-page book titled, “Policing a Rapidly Transforming Post-Genocide Society: Policing a Rapidly Transforming post Genocide society: Making Rwanda Feel Safe, Involved and Re assured” was launched under the theme “20 Years of Partnership in Policing.”

The book is comprised of six chapters which include ‘Origins and evolution of policing, policing the Rwanda colony, policing and law and order during the pre-Genocide period and policing a post genocide society.

Others are ‘shifting policing into a societal function and progress’ and ‘future prospects for policing in Rwanda.’

The Head of Government, who represented His Excellency President Paul Kagame, noted that Police was used by the past regimes as an “operation tool and disillusionment among citizens.”

“The Police book narrates how Rwanda is achieving a police that identifies and make people feel safe,’’ the Premier observed noting that such a “force is the one needed by its citizens.”

The Inspector General of Police Emmanuel K. Gasana noted that the book marks a big milestone in Rwanda National Police adding that this was possible because of the “invaluable guidance” of President Paul Kagame.

“We are celebrating 20 years of liberation. The Police book illustrates the policing in different timings of our country’s history, documents lessons learnt, tells a good story of the relationship between effective policing and the effective leadership the Rwandans have enjoyed over a period of 20 years,” IGP Gasana said.

The IGP quoted the Head of State noting that “with the country still emerging from the genocide and great instability, the RNP faced an imposing array of domestic security challenges.

By meeting these challenges and exceeding expectations, Rwanda is now well known in Africa and across the world for its low crime rate and safe neighborhood”.

“After the establishment of the RNP in the year 2000, we immediately redefined vision and reviewed our mission to address the rapid transformation in the changing environment.” he said.

“Today, we experience modern, organised, sophisticated, transnational and digital crimes. There are growing alliances of criminal organizations whose complex actions have gradually expanded their scope at continental and international levels.

Confronted with these challenges, the RNP has outlined ten key priorities to fit into the strategic framework,” he explained.

The RNP priority areas include capacity building, force discipline, crime reduction strategy and intelligence-led policing.

Others are community policing, international cooperation, anti-corruption mechanisms, e-policing, welfare and infrastructure development.

The launching exercise also included an exhibition on the evolution of Policing in Rwanda from the pre-colonial times through the post-independence and post-genocide Rwanda till today.

Awarding best performers in security

During the launch of the book, the premier handed over four vehicles (double cabin pick-up) to districts, one in each of the four provinces for their outstanding cooperation with RNP in crime prevention through community policing.

The awarded districts are Ruhango from Southern, Rusizi in Western, Kirehe in Eastern and Burera from the Northern.

Kinyinya Sector of Gasabo District, however, was awarded a vehicle, tipper-type as the overall best performer in the City of Kigali in areas of security.

Raymond Mberabahizi, Kinyinya sector Executive Secretary said the vehicle will supplement various policing initiatives by area residents and will strengthen the existing partnership with RNP.

“The award tells us a big story that- with cooperation and a visionary leadership one can achieve more than expected.” Mberabahizi observed.

Kinyinya built Irondo Post, installed CCTV cameras in hotspots, and bought a public communication system and a patrol vehicle to facilitate community patrol movements. This was done out of the area residents’ financial contributions.

The vehicles were provided by Rwanda National Police, the Ministry of Local Government and One-UN-Rwanda.
