{The government is worried of and decided to seek a sustainable solution to stop villain acts of illegal hiring of contractors that are dishonest some of who clash with entrepreneurs in legal battles while others lead to complete failure of some government projects.}
Rwanda Public Procurement Authority (RPPA) has been criticized for ineffectiveness in the resolution of various procurement challenges, which has called for government to design a project of establishing the Association of Public Procurement Professionals in Rwanda.
Within this year some entrepreneurs have closed businesses and some district officials have been arrested over illegal hiring of contractors.
Many government institutions have pointed out challenges in hiring contractors as the major cause of government’s projects failure including ONATRACOM and BIODIESEL.
Mukarwaka Constance, the chairperson of State’s Finance and Wealth parliamentary committee said the designed project of creating an umbrella organization of public procurement professionals will ensure proper and smoother tendering, bidding, contracting and delivery through systematic and articulate procurement processes. Efforts were concentrated on structure and regulations guiding the association.
Asked how the association will be administered, Mukarwaka explained it will have a general assembly and high council with president of the association also assuming leadership of the association’s high council.
The association will be independent with codes of ethics, however, implemented by the ministry in charge of public procurement.
She noted that the association performance will be in tandem with public interests since the public institutions are the major consumers and hirers of big contractors.
“Most markets are public. Nevertheless it is necessary that private contractors understand proper management of public contracts. Even though the government doesn’t go deep in private markets transactions, it must be concerned with their performance,” she noted.
