Over Rwf18.9 billion misused in government institutions

{Rwanda’s parliamentary Public Accounts Committee (PAC) has sent letters to all government institutions requesting written accountability of government finances.}

This follows the Auditor General’s (AG) report, 2014/2015 which shows that government funds were not used properly. Accountability is supposed to be sent to PAC before proceeding with physical appearance of officials to defend their expenditures.

The AG 2014/2015 report indicates that only 78 (50%) among 157 audited institutions respected guidelines from the Auditor General, 22 institutions were advised while 57 were found to have got involved in malpractices.

Last year only 36% of 131 audited institutions respected the guidelines.
The vice president of PAC, Theoneste Karenzi says that hearing from government institutions will explain identified malpractices.

“Before getting explanations from government’s institutions publically, we will send letters to all of them requesting clear explanations on issues identified in the Auditor General’s report,” he said.

The report indicates that Rwf 12.7 billion was not accounted for, Rwf 3.7 billion lacked complete records while Rwf 1.7 billion was misused.

Other shortcomings realized in the AG’s report are delays in respecting contracts and failing to implement government projects most of which result from poor contracts management.

The report indicates that Rwf 18.9 billion was misused by government institutions and identifies 20 loopholes that the government needs to tackle to improve performance of its institutions.

RSSB, former EWSA, University of Rwanda and other big projects including projects of the Ministry of Agriculture and One Laptop Per Child continue to gain a bad reputation in the AG’s report.
