{Over 380 youth leaders from the sector to the national level have started a civic education, Itorero at Nkumba Leadership Development Centre in Burera district with a call to be agents of change.

The Minister for Local Government and Social Affairs, Francis Kaboneka presided over the official start of the civic programme, yesterday.
The training is scheduled to end on November 15.
The Minister urged them to be active in community development and spearhead the country’s development agenda towards self reliance.
The youth leaders’ civic programme was designed to give them development basics.
During the course of the programme, the youth will be given tips on good governance, Rwandan culture and values and job creation.
Others include the role of youth on crime prevention, investment and savings, nationalism and patriotism.
Minister Kaboneka appealed to them to be active in planning at all governance levels and to to have their projects included in performance contracts.
He further pledged the country’s support to support youth development.
Assistant Commissioner of Police Tony Kuramba, who offered a lecture on community policing urged them to spearhead the awareness campaign against human trafficking and drug abuse.
Majority victims of human trafficking, he said, are the youth aged between 18 and 35 years.
ACP Kuramba, however, said most cases involve foreigners using Rwanda as a transit.
He outlined porous borders, insufficient information on traffickers and devalued generation as some of the things that facilitate trafficking in persons.
He further said various strategies including community policing, legal frameworks and rehabilitation of victims were put in place to combat the illegal business labelled a global threat.
“Parents, mentors like teachers and you, the youth need to work together, nurture the children and teach them values so as not to be lured into exploitative activities,” ACP Kuramba said.
