Over 1200 cows meant for Girinka were instead sold to the rich

{The Minister of Local government, Francis Kaboneka has questioned how more than 1,200 cows under the Girinka Munyarwanda program were misappropriated in Southern Province and ordered for urgent audit and investigation on the matter to bring culprits to book.}

Kaboneka made the order yesterday during a visit to the province where local leaders presented a report that indicates 1,203 cows donated through Girinka Munyarwanda program were instead sold to the rich.

The report showed that 280 were sold in Huye district, 217 sold in Kamonyi, 206 in Nyamagabe, 135 in Gisagara, 119 in Nyaruguru, 113 in Muhanga, 78 in Nyanza and 53 Girinka cows were sold in Ruhango district.

Minister Kaboneka wondered how such malpractices hampering the program introduced by President Paul Kagame happen in face of leaders.

“You can’t convince me how more than 1200 Girinka cows were sold in a province instead of giving them to the poor. Local leaders were also implicated in the misapropriation,” he said.
“Leaders in the province; governor and mayors, we request you to expose whoever played a role in Girinka mismanagement. Pursue the chain of all people involved in such malpractices and take serious actions against leaders who deceived citizens, the country and having turned against their performance contracts,” he said.

In a short meeting with Minister Kaboneka, local leaders accepted to have been involved in some faults and pledged to correct the anomaly.

The governor of Southern Province, Alphonse Munyentwali said that the visit of Kaboneka has been a good opportunity of self evaluation and correct weaknesses which he said will come up with fruitful results for the progress of citizens.

Leaders misappropriating VUP fund, the matter of street children, executive secretaries living far from duty stations were also discussed.
