One arrested in Nyabihu for impersonating RIB staff

It is said that Dusabimana would impersonate as a senior RIB staff to a woman identified as Eugenie Ndigendereho, also arrested recently on 20th July 2019, impersonating RIB staff with whom they collaborated.

Dusabimana said he would extort money from single mothers promising to unite them with their husbands.

He had fleeced over Rwf 195,000 from residents.

Dusabimana said he reportedly identified himself as the staff human rights department under RIB promising single mothers to order their husbands to register children under civil status, compelling them to provide child support.

Their case is being recorded from Nyabihu district where they are detained.

Ndigendereho was arrested with books in which she registered women experiencing disagreements with their husbands in relation to children the parents sired together.

Article 279 of the Rwanda Penal Code stipulates that “any person who, without tittle usurps public, civil or military functions or poses the acts of one of these functions or falsely attributes to himself or herself the quality of a public official or publicly wears a costume, a uniform, badge or an emblem with an intention to mislead the public, commits an offence.

Upon conviction, she is liable to imprisonment for a term of not less than two (2) years and not more than three (3) years and the fines of not less than Rwf300000 but not more than Rwf500000.
