{Police in Nyagatare is holding Léonard Habamahirwe for alleged attempting to bribe officials of ‘Nyagatare Motor cooperative Union security Guard’ – commonly known as the security supervisors for commercial motorcyclists -who had stopped him.}
Habamahirwe was arrested on February 20, in Rukomo Sector. The security supervisors had information that he was using his motorcycle to smuggle pharmaceuticals and when they stopped him, he ran off but they still looked for him.
When Habamahirwe returned in the same road, this time the security supervisors managed to stop him but he hastened to pull out Rwf5000 to bribe them so that they don’t take his motorcycle to police.
The security supervisors took the suspect to police and is held at Gatunda police station with his motorcycle RD129E as investigations continue.
Reacting to the incident, the Eastern Region Police spokesperson, Inspector of Police (IP) Emmanuel Kayigi warned the public against such malpractices, adding that “bribery or corruption is intolerable in Rwanda. This proves that Rwandan have joined law enforcers to fight and stop corruption from taking root in their societies.”
Article 641 of the Penal Code stipulates that any person who directly or indirectly offers a gift in order to get an illegal service or refrain from carrying out any usual duties shall be liable to a term of imprisonment of five to seven years and a fine of twice or up to ten times the value of what they had offered in bribes.
