Ngoma local leader arrested in Girinka bribery

{Kiyanja village leader in charge of Ubudehe from Rugese cell, Rurenge sector in Ngoma district has been caught red-handed receiving a bribe of Rwf 20,000 to allow a resident receive a cow from Girinka program yet the individual’s economic status doesn’t fall in that category.}

Gaston Kalisa, 45, accused of bribery is detained at Kibungo police station and has accepted that he has taken part in the wrongdoing.

“As we normally do to donate cows in Girinka program, we evaluate beneficiaries to receive cows. However, the village leader told me he talked to the officer in charge of socio-welfare in the sector who said that the resident doesn’t deserve a cow. We declined to hand him the cow. Thereafter, the village leader called me and said that there was no longer any barrier to giving out the cow since the citizen accepted to give me Rwf 20000 as a gift,” he said.

The Eastern Province police spokesperson, IP Emmanuel Kayigi said that investigations have started after which the culprit will be arraigned before the court.
“The man has been caught receiving a bribe. We are conducting an investigation to gather more evidence to bring him to justice,” he said.

If found guilty, Kalisa would be sentenced to five years or a fine ranging from doubling to multiplying ten times the received amount as per 642 article of the penal code.
Girinka Munyarwanda program was launched by the President Paul Kagame with the aim of fighting malnutrition, improving farm production, reduce food insecurity as well as boosting livelihoods of poor households.

Citizens themselves in collaboration with local leaders are involved in the selection of who should receive the donation after assessing his/her capacity to take care of the cow.
