{The prime minister, Anastaze Murekezi, has explained that grave misrule committed by leaders during the first and second republic led to the execution of 1994 genocide against the Tutsi. He revealed this during the night vigil held at the office of prime minister which was preceded by visit to Kicukiro memorial.}
Among their misrule, the prime minister pointed out racial discrimination of Rwandans against others.
Murekezi criticized such leaders saying that genocide against Tutsi that took lives of more than one million would not have happened if these leaders were committed towards non-discriminative progress of Rwandans.
“Genocide against Tutsi is a result of bad governance that marked leadership of Rwanda since colonial rule till the first and second republic. Bad governance that marked Rwanda is the source of evils that was spread among citizens from authorities,” he said.
“Let’s condemn the acts of former Prime Minister Kambanda John, who was among leading individuals in the preparation and execution of genocide against Tutsi,” he said.
Kambanda was convicted of 11 genocide crimes by the International Tribunal for Rwanda. Prime Minister Murekezi said that Kambanda spread obscurity other than uniting citizens.
He also castigated whoever played a role in the preparation and execution of genocide against Tutsi including sponsors ,those who watched passively without saving victims, people who refused to hide hunted Tutsi, those who didn’t react against discrimination and UN soldiers in Kicukiro who left Tutsi and fled to their countries.
“We have to remember that in Rwanda all were not involved in atrocities. Some citizens hid the hunted Tutsi and some few leaders were brave and resisted the killers,” said the prime minister.
He appreciated the former prime minister, Uwiringiyimana Agathe who fought against ideology of killing Tutsi during the leadership of president Habyarimana till she was killed. He also commended bravery of leaders including politicians like Ndasingwa Landouard, Kavaruganda, Kameya, Nzamurambaho Frederick among others who stood to fight against genocide preparations till they were killed.
