{Parliamentarians have stressed a need to recover Rwf 9 billion, the government lost through illegal public procurement of 16 tenders. }
The illegally procured 16 tenders were listed in the auditor general’s report which indicates that upgrading and rehabilitation of roads were the most affected, procured without deeply analyzing the necessary requirements resulting in the loss of Rwf 9 billion.
The said tenders, valued at Rwf 74 billion, had their timelines extended, presenting an additional budget of Rwf 9, 438, 000, 000.
While addressing queries that were raised in the auditor general’s report, the president of parliamentary commission in charge of following up the usage of public wealth and finance, Nkusi Juvenal revealed yesterday that most of offered tenders had extended timelines of which budget was not prepared.
He also noted that some tenders were not transparently offered since they were not competed for. He pointed out the tender of renovating Jomba-Shyira road offered without competition and Kigali-Ruhengeri of which market was offered without informing the procurement committee.
Most of these cases are attributed to improper budget planning and poorly studied projects in connection with poor collaboration between government and entrepreneurs.
MP Bamporiki Edouard stressed the need for an investigation to recover the lost money.
