Ndugu, a resident of Kibirizi cell of Mayange sector was apprehended on August 19 in Ntarama sector along Bugesera-Kigali highway.
He allegedly falsified a traffic fines receipt issued to him on August 10 after he was found operating as a commercial motorcyclist illegally and his motorcyclist in sorry state.
Chief Inspector of Police (CIP) Emmanuel Kabanda, spokesperson for traffic and road safety department said the suspect changed the date of issue of the receipt to August 16 to try to evade an additional fine of Rwf10, 000 for delaying to clear the fines.
Normally, traffic fines are supposed to be cleared within three working days from the day it was issued.
The suspect also confessed to the offense arguing that he was trying to evade further penalties for the delay to pay the fines.
“Falsifying a traffic offense receipt is aggravating the offense. There is only one way to avoid this; respect traffic rules. If you are caught breaching them, accept the consequences and if you try other illegal means you will be calling for other stern actions against yourself” CIP Kabanda said.
Under article 609 of the penal code, any person who forges or alters documents by forged signature or fingerprint, falsifying documents or signatures or impersonation, forging agreements, its provisions, obligations, discharged obligations shall be liable to a term of imprisonment of between five and seven years and a fine of Rwf300, 000 to Rwf3 million.
