{The National Commission for the Fight Against Genocide (CNLG) has unveiled a plan of addressing the issue of funds diverted from to supporting genocide survivors during commemoration events. The move comes at a time after realizing how fundraised funds meant to support survivors are used by some leaders for own purposes. }
The CNLG 2014/2015 report indicates that some districts diverted the money contributed during commemoration events for personal gains other than using it to improve the welfare of genocide survivors.
This was revealed on Tuesday March 22nd, 2016 during a meeting between parliamentary committee on Unity, Human Rights and fight against genocide and CNLG officials.
The president of this commission, Hon. Innocent Kayitare has expressed disappointment over misappropriation of funds meant to benefit genocide survivors.
“The cash is diverted as soon as it is collected. For instance Kamonyi district collected over Rwf 30,000,000; Nyarugenge collected over Rwf 23,000,000.They all explained, they had no bank accounts to deposit the cash adding that they immediately distributed contributions to stakeholders. Is there any report showing details of how the money was distributed?” he wondered.
The coordinator of commemoration activities in CNLG, Dr Bideri Diogène said that contributions will be collected and deposited on bank accounts with a committee in charge of managing the fund who will only release money when it is to be distributed among survivors.
“CNLG has issued instructions spelling out the usage of the fund for supporting genocide survivors. The instructions require opening bank accounts to deposit the contributed cash that will have a management committee in every district,” he said.
MPs have also requested CNLG to train representatives of survivors in districts to enhance their involvement in budget planning, proposing better ways of delivering support.
