{The Minister of Local Government, Francis Kaboneka, has told members of District Administration Security Support Organ (DASSO) to play a significant role in ensuring that government programmes on security, Vision 2020 and Vision Umurenge Programme (VUP) are well implemented with no cases of fraud.}
The minister made the remarks on January 22 while officially opening a two-day workshop of 60 District Dasso Coordinators meant sensitize the administrative officers to push for proper implementation of government programmes.
The training was jointly organised by MINALOC and Rwanda National Police.
“You need to ensure that in the implementation of VUP and several other social services, there is no element of fraud. We shouldn’t also have ghost beneficiaries for these services otherwise; it is your role to ensure transparency as people charged with security,” said Minister Kaboneka
He added that; “when services meant for the needy are exploited by the well-off people then it will equally be hard for you to ensure security; for your work to run smoothly you need to ensure the general public is satisfied – its part of human security, – normally you can’t easily police an unhappy society that’s why you need to also create closeness with the public.”
The Minister went on to say that most of these social programmes are unique to Rwanda only and they are aiming at lifting as many people from poverty as possible.
“The more they become success the more your job becomes easier as DASSO…You must be on watch out for people who doctor documents. You should name and shame any person who abuse these programme irrespective of his or her status,” he said.
He went on to challenge them to ensure that only rightful people benefit of the programmes.
During the two-day meeting, the DASSO coordinators will also be equipped with skills on collection, collation and sharing of information that would be used in ensuring safety and proper management of social programmes.
During this meeting Rwanda National police will provide detailed lecture on policing and how it relates with DASSO duties .
Among the responsibilities of the organ, is to support local authorities to enforce their decisions and instructions that were taken in connection with security; collaborate with other organs to ensure public order in districts; arrest any person caught red-handed in the act of disruption of public order and take him or her to the nearest police station; and to inform the nearest administrative organs of anything, which in its opinion, represents a threat to safety.
Other includes assisting other security organs, if necessary and collaborating with other organs in the prevention and control of disasters.
