Minister Busingye warns non-professional bailiffs, notaries over delaying justice

Busingye made the remarks on Wednesday as he presided over the swearing-in of 13 non-professional court bailiffs and 30 notaries.

He told the non-professional court bailiffs and notaries that it is disappointing for officials to delay service delivery to citizens by always postponing appointments.

“When a citizen wins a case, he actually gets the complete justice. You should not make him/her waste his time waiting for you to enforce what the court has ordered,” he said.

Busingye said it is not understandable for a bailiff to have a set of 40 cases which he has not handled yet a survey done by the Ministry of Justice found out that in a week, not more than four people apply for their judgments enforced.

The Attorney General also warned bailiffs who recover debts and the courts’ fines and fail to pass on the recoveries.

There are more 502 professional, and 3129 non-professional court bailiffs in Rwanda including the executive secretaries of 30 districts, 416 bailiffs at the sector’s level, 2147 at the cell’s level while three are in the Justice Ministry and one in the Ombudsman’s office.
