The Ministry of Local Government (MINALOC) has requested elected mayors to allow citizen participation in development programs other than imagining what they want.
Vincent Munyeshyaka, the MINALOC permanent secretary has reminded Kicukiro district advisory elected committee members to preserve culture of citizen participation other than superimposing policies onto the citizenry.
He made the remarks yesterday while bidding farewell to the outgoing Kicukiro mayor, Paul Jules Ndamage and briefing new Kicukiro district leaders on their duties.
“The Minister of Local Government has requested me to remind advisory committee members at all levels to allow Rwandans’ participation in budget and planning; consider their role in activities of the district and the country in general. We want you to visit sectors and consult citizens other than thinking for them. That is what we require you to concentrate your efforts on to,” said Munyeshyaka.
He also asked leaders to harmonize in their leadership for a good performance in the process of implementing various programs enhancing the progress and welfare of Rwandans.
The new elected mayor of Kicukiro district, Dr Nyirahabimana Jeanne, commended citizens for trusting the new district leadership with responsibilities and promised to do all that is possible to fulfill their duties.
