President Paul Kagame, also Commander in Chief of armed forces, has appointed Brig Gen Joseph Nzabamwita as the Secretary General of the National Intelligence and Security Services (NISS). He also redeployed Lieutenant General Emmanuel Karenzi Karake and Lieutenant Colonel Patrick Karuretwa to new duties.
Lieutenant General Emmanuel Karenzi Karake becomes the Defense and Security Advisor to the President of the Republic and Lieutenant Colonel Patrick Karuretwa as the Principal Private Secretary to the President.
