A total of 310 local leaders in charge of social welfare from various districts have committed to addressing challenges that have been hurdles, deterring proper implementation of government programs and enhance citizens’ social welfare.
They made the promise yesterday in a capacity building training they are undergoing in Bugesera district.
Girinka program, VUP and Ubudehe are among programs implemented by the government to improve citizens livelihoods. However, they have sometimes been marred by bribery and misappropriation among others.
Rugabitwa Deo, one of the trainees who is in charge of social welfare in Gasabo district said that such trainings will help them to avoid malpractices that would be realized in government programs.
“We are grateful to the Ministry of Local Government for organizing such trainings through which we will be equipped with extended knowledge especially regarding the way of getting citizens to embrace and support the implementation of government policies,” he said.
Mukamparimarie Claudine, a leader of a TVET School said that such trainings will help to polish the capacities of those that were not delivering service for lack of knowledge.
“These trainings are helpful, building capacities and knowledge of local leaders and improving service delivery,” she said.
The permanent secretary in the ministry of local government, Munyeshyaka Vincent argues that such organized trainings will transform performance in local leadership.
“Some programs of the government face challenges .These include VUP and Girinka which recorded malpractice cases where donations were unfairly distributed. These trainings are an opportunity for them to go back deliver better so that government programs do not stall,” he said.
