Residents of Nyarutarama cell, Remera sector in Gasabo district, have expressed worries over local leaders’ acts of prohibiting them from registering children in a newly built school in the area, if they are not subscribed to mituelle de santé.
The school, Groupe Scolaire Remera, was built in the cell to facilitate students access education without trekking long distances.
Residents of the area have told IGIHE that they have been disappointed by the decision of Nyarutarama cell local leaders.
“It is a serious matter. Refusing to register children over lacking mituelle de santé can be considered as violation of human rights since some parents may fail to subscribe,” said one resident.
The head of Groupe Scolaire Remera, Françoise Furaha, said that local leaders are using school registration to mobilize for more medical insurance subscription .
“They really know that mituelle de santé is essential and it is their duty. We set these conditions since mituelle de santé helps in case a child gets sick. But we can’t refuse to register them for lack of mituelle de santé,” he said.
The executive secretary of Nyarutarama cell, Uwimbabazi Georgette said that mituelle de santé is everyone’s obligation. “It is not an order of the school or local leaders, but a way of reminding them that their children must have medical insurance. It should not be taken for granted. Every student has rights to come to good health and to education.,”
It is expected that Groupe Scolaire Remera has capacity to accommodate 700 children. It will open on 8th February, 2016.
