Local leaders in Karongi district invited employees from Kibuye hospital, Kirinda and Mugonero health centers in a meeting on 4th June, 2015 meant to address the assessment of civil registration and vital statistics attended by representatives from various institutions and ministries.
At the end of the meeting the Karongi district official in charge of good governance did not refund their transport and other allowances for not having the mission orders.
One of employees whose names are kept anonymous said; “We used our cash for transport to attend the meeting summoned by district leadership. I spent Rwf20,000 since the health center where I work is far from where the meeting took place,” he said.
“The district official in charge of good governance told us that we would be refunded the following week which has not been honored for seven months.”
The official in charge of good governance in Karongi district, Munyanziza Placide has told IGIHE that he knows about the claim.
“We did not refund transport at the meeting day because it was impromptu and there was no budget for that. It is true that there have been delays in paying back their transport. They will get their money within one week,” he promised.
