{{President Paul Kagame is expected in Kampala where he is scheduled to give a keynote address at the 7th Commonwealth Local Government Conference (CLGF).
The conference has brought together about 600 high-level politicians, policy-makers and practitioners from Africa, Europe, the Pacific and the Caribbean participants to explore progress made across the Commonwealth and consider how a decentralized approach can more effectively anchor development where it is most needed.
Kagame’s presentation will focus on ‘Local democracy and accountability – a central pillar in improving delivery, local economic growth and sustainable development now and in the future.’
After his Keynote, President Kagame will be presented with a report entitled “an assessment of local democracy and local governance in Rwanda.”
Founded in 1995 as a focus for action on local democracy in the Commonwealth, the forum will also take into account the role of local government in poverty reduction, with a special dedicated consultation session on local government and the post-2015 development agenda (MDGs).
The conference was opened on Wednesday by President Yoweri Museveni, President of Uganda, who is also an honorary patron of CLGF, and will have high-profile speakers from around the world including President of the Democratic Socialist Republic of Sri Lanka, Percy Mahendra Rajapaska, and Commonwealth Secretary-General Kamalesh Sharma. Speakers at previous conferences have included former New Zealand Prime and now UNDP Executive Director Minister Helen Clark, Archbishop Desmond Tutu, Prof Jeffrey Sachs and captains of industry such as Microsoft and Tata.
