In the current situation, individual bus owners are linceced to engage in public transport operations. However, such individual licences will soon be disolved.
The Rwanda Utilities Regulatory Authority (Rura) Director-general, Francois Gatarayiha notes, “Unless you are registered as a company, co-operative or an association, we won’t give you an operating licence.”
He explained that “ for a more efficient, competitive and transparent public transport, all companies go through a tendering process before they are allowed to operate on given routes. We believe this will help organise the sector, thus decongesting the city and other areas.”
