The challenge of inadequate skills has continued to dog the management of public funds and budgetary management in many districts of the Eastern Province, a recently released report by Transparency International Rwanda (TIR) has revealed.
Kayonza, Gatsibo, Rwamagana and Ngoma districts in the Eastern Province are ranked worst culprits in the 2014/2015 TIR report in mismanaging public funds and budgetary management.
Some of employees who talked to a private radio station in Kigali attributed the mismanagement to recruitment of non-professional accountants in non budget agencies and lack of participation in the process of budget planning.
Rwego Albert, the program manager at TIR said that some employees commit accounting faults due to inadequate skills while others do so by commission, with an intention of defrauding the public.
The Executive Secretary of Eastern Province, Jean Marie Vianney Makombe, says that after a report from the Office of the Auditor General, several measures have been taken to avoid reoccurrence of similar mistakes.
“Accountability is improving over the years. There have been deliberate efforts and collaboration with the ministry of local government and Eastern Province leadership in making effective building of capacities and systematic evaluation of service delivery,” he said.
