ICT Minister Visits Directorate General of Immigration

On Thursday, February 14, 2013, Minister of Youth and ICT, Jean Philbert Nsengimana visited the Rwanda Directorate General of Immigration and Emigration and the Kigali International Airport.

Minister Nsengimana toured all departments at the Immigration Headquarters at Kacyiru.

He appreciated the way Immigration office delivers the quick service to their clients using the latest technology, in issuing visa online, passport production and other services.

He also visited the ultra-modern electronic gates installed at the Kigali International Airport. The gates, known as Automated Passenger Clearance System (APCS) allow self-service immigration clearance of passengers.

The Director General of Immigration and Emigration, Anaclet Kalibata stressed that the Immigration Directorate has achieved a lot in past 5 years; “Rwanda has outlined a new entry visa policy, which is being issued on arrival to nationals of African countries at any Rwandan entry point, the number of people who are requesting visa online are increasing.”

Minister Nsengimana said that all sectors across the county will be connected where local residents will be accessing different services offered by Immigration directorate without travelling.

Hon. Nsengimana commends the Directorate General of Emigration and Immigration for starting using technology in delivering quick and better to their clients. Also urges other institutions to embrace the use of technology to deliver services.

The Minister pointed out that there are more than 100 documents that Rwandans can apply for without having to go to a ministry or public office in Kigali, such as birth and marriage certificates which can be obtained at the sector level.

In 2009, the Immigration Department scooped the prestigious African Association for Public Administration and Management (AAPAM) award.

The award was in recognition of its innovative Online Visa Application project.
